About this file
This is a Brand Name Justification document (PR 1301222576) for Meyer Sound speakers and accessories for the U.S. Navy Fleet Bands. The document justifies a sole-source procurement from Meyer Sound Laboratories, Inc. for weather-protected speakers and associated mounting hardware required to support the Navy's ten Fleet Bands' worldwide ceremonial, outreach, and diplomatic musical missions.
The required equipment includes UltraX20-W/P-3 and UltraX40-W/P-3 weather-protected speakers, 900-LFC and 750-LFC subwoofers, various mounting yokes and adapters, and a Galaxy408 PA processor. The justification cites Meyer Sound's unique ability to meet the Navy's requirements for durable, high-quality audio equipment that can withstand rigorous transportation and varied environmental conditions while maintaining consistent performance for 10+ years. The document notes that the current speaker inventory is over 10 years old and beyond its useful life, making this procurement critical for maintaining operational capabilities. The Navy has previous experience with Meyer Sound equipment and determined through market research that only Meyer Sound can provide equipment meeting their specific requirements for sound quality, durability, and serviceability.

Computer Connectivity: Ethernet ground in austere locations. Much of our current speaker inventory is over 10 years old and beyond its expected useful life. These new speakers will replace some of our no longer serviceable gear while maintaining our requirement for durable, professional-quality performance. Meyer Sound speakers setup requires minimal coordination and compatibility at various stages, including physical setup, microphone selection, audio interface compatibility, and potential interaction with existing equipment.
A patent, copyright or proprietary data limits competition.
These are "direct replacement" parts/components for existing equipment.
Navy Musics current fleet of audio equipment, including Meyer Sound speakers, is at the end of its expected life cycle. The current inventory is insufficient to meet demand, making any unplanned losses potentially catastrophic. This purchase would replenish a mission-critical material requirement. The US Fleet Band already owns Meyer Sound speakers which have proven to be a valuable asset for the Navy Music program.
Other information to support a brand name mandatory buy.
Any proposed equipment acquisition on behalf of Fleet Band Activities requires extensive product testing by each expert performing member. Navy Music requires top-of-the-line instruments designed to perform under the rigorous conditions of a deployed, travelling military band. A great deal of research has resulted in the determination that only these brands can meet all stated requirements
