About this file

This is a Justification for Brand Name document for a simplified Navy procurement processed under Simplified Procedures (MPT to SAT). The Navy Recruiting Command (NRC) is procuring 41 software-as-a-service (SaaS) platform provider licenses from NICE inContact Inc., an authorized reseller through the Cage Code 1R0A2*. The requirement is restricted to this single source due to necessary compatibility and proficiency limits that preclude full and open competition under FAR 6.103-5(b)(2) and FAR Part 12.

The NICE inContact platform is a cloud-based contact center software used to manage customer interactions across voice, email, chat, and social media. Navy Recruiting Command utilizes this service to assist agents with responses to civilian inquiries about Navy enlishment. The period of performance spans June 1, 2026 through May 31, 2027, with three consecutive one-year option periods thereafter. The inclusive government estimate (IGE) for all options is $324,507. The justification emphasizes that NICE inContact is the only FedRAMP-approved vendor meeting the government's required capabilities, including an open platform architecture supporting future mobile applications while minimizing Navy/Marine Corps Intranet (NMCI) limitations. The document notes that switching to alternative software-as-service vendors would incur significant additional software training and integration costs. Several small businesses have been identified as authorized resellers of NICE inContact licenses, and the procurement will be conducted as a 100 percent small business set-aside among those resellers.

The NICE inContact brand software services are required due to necessary compatibility and proficiency limits.

The Commander, Navy Recruiting Command (NRC), Communications and Information Technology Department, N6 delivers common business and operational Information Technology (IT) services as part of the overall IT service activity while supporting the main mission to leverage an inspirational culture to inform, attract, influence and acquire highest quality candidate from America’s diverse talent pool. This allows America’s Navy to assure mission success and establish the foundation for sailors to thrive in transformative experiences. In support of this mission, the procurement of the software-as-service (SaaS) provider licenses by NICE inContact is needed to function as a brand-named messaging and Conversational Artificial Intelligence (AI) for Navy Recruiting Command (NRC) Marketing and Advertising Department, Cyber-Space Division to provide NRC agents to connect to potential leads/prospects facing websites in “.COM” environments.

Based on market research and previous utilization of multiple vendor products in trial tests and demonstrations, the Government has determined that NICE inContact is the only company capable of providing an open platform that supports future Navy Recruiting Command (NRC) mobile applications minimizing the impact of Navy/Marine Corps Intranet (NMCI) limitations. By using an open platform, it allows the developer to change existing functionality with the ability to add features or functionality on an as needed basis. Without utilizing this capability NRC would lose the ability to engage these personnel and the accessions they generate.

Navy Recruiting command must leverage social media and interact with the public to accomplish the mission.

As a result, it is imperative that the chat software has dynamic engagement options. NICE inContact specifically provides for this requirement better than any other company by providing an open platform that can adapt to the system requirements of the NRC. As a government entity, NRC must deal with many different vendors and computer platforms. Many times, this increases the complexity of their support model by requiring the support of multiple versions of “compatible” hardware and software. To help the government drive cost down it is best to buy products that support “open platform” solutions. NICE inContact provides an open platform architecture solution.

As a result, Navy recruits will be able to chat-enable mobile platforms that are so prevalent in society today, such as the iPhone and Droid based smart-phones; allow NRC to rapidly develop innovative solutions with greater acceleration than we could with proprietary technologies; provide for greater customization of chat invitations and windows for consistency with website design in order to increase acceptance rates and enhance the visitor experience; and accelerate integration with complementary third-party business applications, such as Contract Relationship Management (CRM), contact center and web analytics, leveraging intelligent business rules.

NRC also appropriated into consideration the viability of the current procurement approach. If the N6 Communications and Information Technology Department were to switch their activity to other software-as-service brand products it would incur additional software training and integration costs.

Other information to support a brand name action:

The Commander, Navy Recruiting Command (CNRC) requires the chat software service to be Federal Risk and Authorization management Program (FedRAMP). The Federal Risk and Authorization Management Program (FedRAMP) was established in 2011 to provide a cost-effective, risk-based approach for the adoption and use of cloud services by the federal government. FedRAMP empowers agencies to use modern cloud technologies, with an emphasis on security and protection of federal information. FedRAMP standardizes security
