About this file

This is a Justification for Brand Name document (Document 1301388215) for a simplified acquisition by the U.S. Naval War College's War Gaming Department under the FAR 12.102(A) exception to competition.

The Naval War College requires a complete Televic Conference delegate audio system as a direct replacement for existing equipment. The procurement includes: one Confidea Wireless Access Point G4 with Dante (Part No. 71.98.0034), 24 Confidea GO G4 wireless tabletop conference units with 16-inch gooseneck microphones (Part No. 71.98.1523), three Confidea CHT G4 charging stations for 10 batteries each (Part No. 71.98.0046), additional Confidea Battery Pack G4 units (Part No. 71.98.0045), one Confidea Wireless Access Point Power Supply G4 (Part No. 71.98.0028), and a one-year Service Level Agreement (Part No. 99.06.0004). The estimated delivery date is 30 days after contract award. The justification asserts that only Televic equipment meets the technical requirements due to system integration with existing identical hardware already deployed on campus, operational continuity through standardization allowing self-sparing of components, and cost efficiency in avoiding redundant proprietary batteries and chargers. Market research was conducted against UNICOR, AbilityOne, and GSA with negative results. The contracting officer from NAVSUP Fleet Logistics Center, Norfolk Contracting Department, Regional Directorate, Groton Office, determined that only one source is reasonably available under FAR 13.106-1(b)(1)(i). The justification was signed by U.S. Naval War College on July 28, 2026.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

The mission of the U.S. Naval War College Wargaming Department is to conduct high-quality applied gaming, research, analysis, and education to support the college's academic mission, prepare future maritime leaders, and shape key decisions for the Navy and other defense organizations.

To maintain system integrity, maximize existing hardware investments, and ensure zero-downtime redundancy, the Televic G4 Series is the only hardware that meets the technical requirements of this project. This system is a must to carry out

Source Selection Information – See FAR 2.101 and 3.104 applied gaming/research and decision making to ensure the desired curriculum support and professionalism that is needed to carry out the mission. The Microphone system is needed for combability of the current system to ensure all aspects have the same integrity. If the systems do not match the specific tasks will not be able to be specifically carried out.

Market Research was conducted against mandatory sources such as UNICOR, AbilityOne, and GSA which yielded negative results. Televic has various resellers and subsidiaries that can support the supplies that have been requested.

A patent, copyright or proprietary data limits competition.

Televic owns and maintains all proprietary data but has authorized resellers to carry out the supplies that have been requested.

These are "direct replacement" parts/components for existing equipment.

System Integration: The requested units must integrate with an existing, identical Televic system already deployed on campus. A different brand would be technically incompatible with our current Wireless Access Points and control software. • Operational Continuity: Standardizing on Televic allows for "self-sparing." Units, batteries, and chargers can be swapped between locations to meet fluctuating delegate counts or replace failing hardware instantly without additional configuration. • Cost Efficiency: Introducing a secondary brand would require redundant stocks of proprietary batteries and chargers, as well as additional technical training for staff. • Maintained Competition: While the brand is restricted for compatibility, these components are available through multiple qualified vendors, ensuring competitive pricing.

TECHNICAL/REQUIREMENTS CERTIFICATION:

I CERTIFY THAT THE INFORMATION PROVIDED ABOVE IS COMPLETE AND ACCURATE TO THE BEST OF
