Source Selection Information – See FAR 2.101 and 3.104 direct connection ability for system communication, data download, system setup, and trouble-shooting. The system will be able to automatically compensate for varying water depths by automatically adjusting its program so as not to run water quality instrument into estuarine bottom. They system will have user-programmable sample intervals and redundant error recovery logic that detects unexpected activity and recovers automatically. The automated profiler will be easily setup for data collection and logging using manufacturer supplied software. The automated profiling platform will have the ability to meet the following minimum specifications: Profiling depth range from 1 m to 50 m; capacity to accommodate a YSI EXO2 multi-parameter water quality sonde with a full sensor payload over profile depths from 1 to 50 m; profile accuracy of ±0.1 m and maximum profile frequency: ~50% of duty cycle; and software-controlled positioning. All electronics must be housed submersible, watertight enclosures for all electronics. The cable reel/winch mechanism and drive mechanism must be manufactured of rugged, non-corrosive materials and must include a level-wind system to evenly distribute the systems sensor cable to prevent any fouling or tangling of the line. The winch mechanism must have a payload of at least 20 lbs. The system shall have an onboard power supply that is self-replenishing via solar recharging. The system will come equipped with a meteorological data collection system with sensors capable of measuring true wind speed and direction (from mobile platform), barometric pressure, precipitation, solar radiation, and air temperature. The system will be able to interface with a supplied (or existing USNA) YSI EXO2 multi-parameter water quality sonde that can be power by internal battery pack or external +12VDC power. It will be rated to 100 m with a depth sensor and a central wiper to limit biofouling. The supplied YSI EXO2 multi-parameter water quality sonde will be compatible with and able to accept existing wet pluggable, field replaceable USNA YSI sensors for temperature, conductivity, Salinity, Specific Conductance pH, pH/ORP, Total Dissolved Solids, Total Suspended Solids, optical dissolved oxygen, turbidity, chlorophyll, Blue Green Algae (PC & PE), and fDOM. The profiling system must be proven technology with at 10 referenced systems with at least 2 years in service. The automated profiling system will have the capability to interface with the meteorological sensors suite. It shall be able to setup sampling of sensors via manufacturer supplied software to meet the following minimum requirements: Anemometer (Wind speed: 0-100 m/s; Azimuth: 360° mechanical, 355° electrical (5° open); Accuracy: (True) Wind speed: ± 0.3 m/s or 1% of reading Wind direction: ± 3 degrees); Barometer (Range: 500 to 1100 mBar; Accuracy: ±0.3 mb (@ +20°C); ±0.6 mb (@ 0° to 40°C); ±1.0 mb (@ -20° to +45°C); ±1.5 mb (@ -40° to +60°C); Linearity: ±0.25mb; Hysteresis: ±0.03 mb;
Repeatability: ±0.03 mb); Relative Humidity/Temperature (Range Temp: -40° to +60°C; Accuracy Temp @ +23c: ±0.2°C; Range RH: 0 to 100% RH (non-condensing); Accuracy RH at -15° to +40°C: ±(1.3 + 0.003 RH reading, 0 to 90% RH, ± 2.3%,90 to 100% RH; Accuracy RH at -25° to +60°C, ± (1.4 + 0.01 time RH reading), Accuracy RH at - 1,000 W m-2; Linearity: Maximum deviation of 1% up to 3,000 W m-2; Response Time profiler system will be of integrating into existing the existing USNA SRWO data collection system will be able to either directly communicate or remotely transmit data via RF telemetry at a defined interval. On-Site Field Engineering/Project Manager Services will be supplied with the purchase.

The Xylem, Inc. Pontoon Profiler System is a custom-made system that can be equipped with a meteorological data collection suite, can accommodate new (or existing USNA) YSI EXO2 multi-parameter monitoring sondes, and can transmit data via RF telemetry in a manner that is compatible with an existing USNA continuous environmental data collection and monitoring system that was purchased from Xylem via contract in 2016 (N0018915P1317, N0016115RC16777 AA).
