19. GOVERNMENT QUALITY ASSURANCE:
The Government will use a Quality Assurance Surveillance Plan (QASP) during the life of the contract to ensure that the Contractor is in fact performing the services required by this contract in an acceptable manner. The QASP will be administered by the COR after contract award. The COR will monitor and survey the Contractor's performance according to the terms of this PWS. The COR will report the Contractor's performance under this PWS to the KO according to the procedures, methods, and guidelines set forth in the QASP.
The COR will continuously observe the Contractor’s performance under this PWS and record all observations of incomplete or defective performance, and all safety and health standards violations. The COR will issue to the Contractor a Contractor Discrepancy Report (CDR) for incidents of unacceptable performance. The Contractor shall reply in writing within two business days after receipt, explaining reasons for reported performance deficiencies and standards violations, the corrective action, and procedures taken to prevent reoccurrence.
20. PERFORMANCE STANDARDS:
The QASP provides a systematic method to evaluate the service the Contractor is required to furnish.
The Contracting Officer’s Representative (COR) will evaluate the Contractor's performance to ensure the Contractor is performing up to the specified standards. The performance standards for this performance work statement are stated in the Performance Requirements Summary (PRS) included in this QASP. The standards are subjective for this requirement.

21. OVERALL CONTRACT PERFORMANCE:
The Government will conduct systematic surveillance of all aspects of this contract to ensure all requirements of the performance work statement (PWS) are satisfactorily fulfilled. However, the Government's quality assurance program is not a substitute for the contractor's quality control program.
The QASP is based on the premise that the Contractor and not the Government, is responsible for the management and any quality control action required to meet the terms of the contract. The Government expects the contractor to detect and correct deficiencies before products and services are delivered to customers, as specified in the contractor's approved quality control plan.
The Government will rely on the contractor's Quality Control Plan (QCP), which shall be part of its proposal. The QCP shall discuss the Contractor's overall approach and procedures for evaluating each of the major service areas contained in the PWS, communicating with the Government, resolving deficiencies, and identifying potential improvements. The QCP shall also discuss contingency intentions to ensure uninterrupted service is provided 24 hours a day, 7 days a week.
The performance requirements recognize that the Contractor is not a perfect manager, and that unforeseen requirements and uncontrollable problems do occur. Good management and use of an adequate QCP will allow the Contractor to operate within specific performance requirements. QASPs are designed to be objective, fair, and consistent in evaluating Contractor performance against the provided standards. The Contractor's QCP will be reviewed and approved prior to contract award.
22. RATINGS:
The following criteria will be used for performance evaluations: Exceptional, Very Good, Good, Marginal, or Unsatisfactory. Upward or downward arrows may be used to indicate an improving or worsening trend insufficient to change to the assessment status.
a. Exceptional. Indicates performance clearly exceeds contractual requirements. There were no problems requiring corrective action.
b. Very Good. Performance meets contractual requirements and exceeds some to the Government's benefit. The contractual performance of the task and sub-task being assessed was accomplished with some minor problems for which corrective actions taken by the Contractor were effective.
c. Good. Indicates performance clearly meets contractual requirements. The area of evaluation contains some minor problems for which the corrective actions appear satisfactory.
d. Marginal. Indicates performance meets contractual requirements. The area of evaluation contains one or more serious problems for which corrective actions have not yet been identified, appear only marginally effective, or have not been fully implemented.
e. Unsatisfactory. Indicates the Contractor is in danger of not being able to satisfy contractual requirements and recovery is not likely in a timely manner. The area of evaluation contains one or more serious problems for which the corrective actions appear ineffective.
23. INVOICING:
The Contractor shall submit monthly invoices in a timely and accurate manner. This involves ensuring that all invoices related to the contract are submitted according to the agreed schedule (monthly) and reviewed by the Government for accuracy. Invoicing issues will be promptly addressed to maintain smooth financial operations.
24. DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS):
The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.
In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.

25. NON-PERSONAL SERVICES STATEMENT
Contractor employees performing services under this contract shall be controlled, directed, and supervised at all times by Contractor’s management personnel. Contractor’s management shall ensure that employees properly comply with the performance work standards outlined in the Performance Work Statement.
Contractor employees shall perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the contract may not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
