About this file

This document is a Justification for Brand Name/Sole Source procurement by the Naval Postgraduate School (NPS) for a short-term sole source contract to continue supporting their satellite communications network called MC3. NPS requires a contract with SDL from February 1, 2026 to July 31, 2026, valued at $275,000, to maintain their SATRN software-based satellite communications system. The justification indicates that SDL is the only vendor capable of accessing the MC3 system and performing required network maintenance, with their current contract expiring on January 31, 2026. The procurement is urgent due to potential cybersecurity risks and the need to maintain continuous satellite operations for multiple government organizations, with no other vendor having access to the specialized network infrastructure.

Text4: NPS operates a satellite communications network called MC3. We have an external sponsoring agency currently in contract with SDL, expiring on Jan 31, 2026 and will not be renewed by the sponsoring organization. We are pursuing a short-term sole source contract which allows SDL to continue maintenance and security tasks while NPS and our sponsors pursue a larger-scope, multi-year contract. The MC3 system serves satellites on-orbit for multiple government agencies and cannot accept downtime from lapsed network and software maintenance. Only one awardee is capable of providing the requested service for the price and schedule required by the government.
Text3: The requesting agency is the Naval Postgraduate School, Monterey, CA. The contracting activity NAVSUP FLC San Diego.

Text23: The vendor is currently supporting our program on another contract. They possess access to the system that no other vendor has. The network operates on the SATRN software which no other vendor has. Attempting to switch vendors and software would not be possible for the budget and timeframe required by this contract to continue satellite operations without interruption.

Text17: We are seeking a period of performance of Feb 1 2026-Jul 31, 2026 which ensures the program can continue seamless operations of orbiting satellites. With a lapse in network maintenance we risk violating our cybersecurity Authority to Operate (ATO) which can result in ceasing operations until the network maintenance tasks (including continuous monitoring) are re-instated. The program cannot accept a lapse in operations given the continuous nature of satellite operations for multiple government organizations.

Text29: The vendor's current contract with the government lapses on Jan 31, 2026. We are working on creating a larger-scope contract with them, but will require additional time to secure funding and appropriate documentation. This contract provides the minimum necessary to maintain continuous operations for our orbiting satellites. The requirement was identified in the new fiscal year, though the govt. shutdown precluded us from submitting this package until the govt. re-opened and funds were rolled over to FY26.
