Statement of Requirements Law Library Kiosk NAVCONBRIG Miramar
1.0 Background Information/Introduction
NAVSUP Fleet Logistics Center San Diego is procuring kiosks on behalf of The Naval Consolidated Brigs Miramar. As part of the corrections mission, Naval Consolidated Brigs is required to provide access to up-to-date legal materials to prisoners. Miramar accomplishes this requirement by providing access to the LexisNexis legal database. The kiosks will ensure NAVCONBRIG Miramar meets the requirements in SECNAVINST M-1640.1 and American Correctional Association (ACA) standards to provide an up-to-date law library so prisoners can conduct legal research.
This requirement is for (12) 17-inch monitors enclosed in a correction-grade steel Kiosk with a shatterproof Touch Screen with Windows 10 installed on each. The kiosk must be designed to only accept a LexisNexis hard-drive via a special access door that automatically installs LexisNexis on the kiosk. Each kiosk must come with a mounting bracket for wall or desk mounting. There is 1 year of unlimited maintenance and 4 LexisNexis updates. The contractor must provide a custom interface with locked down computer access, where inmates are only allowed to do legal research without access to other parts of the computer and it operates on an isolated secure closed-loop system, with no internet access.
