About this file
This is a Job Specification and Engineering Liaison Memorandum for structural repair work on the USS TRIPOLI (LHA-7), a naval vessel homeported in Sasebo, Japan.
The primary work scope involves repairing vertical and longitudinal stiffener flanges located in Mooring Station 2-54-4-Q, with access points at 2-53-2-L and FWD RPR 2-A (1-54-2-Q). The repair work is identified under ICN 38DJA12308 R with JSN numbers ESO1-NA7O and ESO1-NA7P. The anticipated award date is July 24, 2026, with work scheduled to commence August 17, 2026, and conclude by November 30, 2026, with production completion targeted for October 2, 2026. The preparing activity is the Ship Repair Facility (SRF) in Sasebo, Japan. The work requires accomplishment of requirements specified in a Level 2 Structural Inspection Report (ELM-255192) and Built-Up Tee Fabrication Guidance (ELM-235124), including welding per 009-12 standards with specific electrode types, cleaning and preservation per 009-32 standards, and final inspection verification. Government-furnished materials include structural plate (3/16-inch thick ABS Grade AH-36 steel), welding electrodes (7018M rods in two diameter sizes), insulation board, textile tape, and adhesive. The Level 2 inspection identified two structural defects (R5/S5 and R4/S5) classified as deformed flanges on vertical stiffener L23P and longitudinal stiffener L20P, with photographic documentation provided showing the locations and extent of deformation.

3. BACKGROUND:
a. Reference (a) is applicable to all homeport ships at Yokosuka.
b. Historically SRF Sasebo has referred the web and flange thicknesses shown as the fractional value listed in Tables 1-1 thru 1-10 in reference (b). The fabricated built-up Tee has been made of the equivalent grade steel to the original.
c. ESR MISC-288 requested a Standard ELM for built-up Tees, similar to REF (a), applicable to Sasebo homeported ships.
d. The installation of a built-up Tee as the substitute for a Tee shape is supported by paragraph 100-
2.8.6 in reference (c).
4. GENERAL NOTES:
a. The purpose of this ELM is to provide guidance for the fabrication of built-up Tees.
b. SRF Sasebo Engineering Branch Code S245 concurs with the use of a built-up Tee as the substitute for the original Tee shape. The built-up Tee must have adequate proportions to ensure its capacity to achieve the necessary strength, while being substantially equal in weight to the original. The following rational was used to figure out all the dimensions for an acceptable built-up Tee.
(1). Per paragraph 7.2 in reference (d), the dimensions and properties of US standardized structural members are set by industry standards such as reference (e). In order to achieve the strength levels discussed in section 11 of reference (d), it is essential that structural sections be of adequate proportions to ensure their capabilities to achieve the necessary strength levels. To prevent premature buckling, tripping, or collapse, stiffener webs should not be extremely slim, and stiffener flanges should not be exceptionally wide. In general, stiffeners complying with the requirements of reference (e), and their international equivalents, are of adequate proportions. Stiffeners used as deck beams, bulkhead stiffeners, web frames or shell stringers should be proportioned to prevent lateral buckling or laying over of the flange.
(2). All cross-sectional dimensions of the built-up Tees shown in Tables 1, 2 and 3 of this ELM are rounded from the original (design) dimensions to the nearest 1116th of an inch. When the section modulus for the web and flange, or the shear area are calculated and found to be less than 95 percent ofthe original, the thickness is rounded up to the nearest 1116th of an inch.
(3). All fillet weld sizes in Tables 1 thru 3 in this ELM were calculated for the specific combinations of the web/flange material and filler material in accordance with Chapter 5 in reference (f) with 100 percent joint efficiency. The calculated combinations are shown in the following table:
Symbol in Tables 1 thru 3 Web and Flange Material*l Filler Material Type (listed in Table 5-3 of reference (f))
OS - 7OXX OS MIL-70XX2 or MIL-8OXX-C3
HS - 7OXX HS MIL70XX*2
HS - 8OXX HS MIL -8OXX-C3
* 1: Both of web and flange materials should be same grade.
*2: M1L-70S-l type in Table 5-3 in reference (f) is considered as the equivalent to figure out the fillet weld size, and is allowed to use by this ELM.
2 of 10ELM 235124
c. When only the web or the flange portion of the Tee shape is to be replaced, the dimensions should follow the guidance in this ELM.
d. Fabrication, welding, and inspection shall be in accordance with NAVSEA S9AAO-AB -GOS- O1OIGSO, NAVSEA S9086 CH-STM-O1O/CH-074 and MIL-STD-1689A. The weld joint design shall conform to MIL-STD-22D.
e. The fabrication guidance in this ELM may be utilized without concurrence by SRF Sasebo Engineering Branch Code S245, as long as the given situation meets the guidance laid out in this
ELM.
f. When SRF or any contractor hired by SRF cannot receive the Tee shape material within the time constraints of a ship maintenance availability, a built-up Tee shall be fabricated per this ELM and applied to the structural repair as substitute.
g. Built-up Tee shall be the substitute for Tee shapes made of ordinary strength steel (OS) or higher strength steel (HS) conforming to reference (g) or any ABS Grades.
5. REQUIRED ACTIONS:
a. Fabricate the built-up Tee using Figure 1 of this ELM. The flat bar or plate material must be equivalent in grade to the original shape's material being replaced. The dimensions of the built-up Tee and corresponding fillet weld size are given in Tables 1 thru 3.
(1). If plate material is used to fabricate the built-up Tee, the axis direction of the web or flange member should be cut out along with a rolled direction of the plate material.
b. Consult SRF Sasebo Engineering Branch Code S245 when fabricating any built-up Tee with different material thicknesses other than those listed in this ELM or when fabricating any non-listed Tee shapes.
6. TEST NOTES:
a. VT inspection shall be performed for any welding in accordance with reference (h).
