About this file
This is a Statement of Requirement (SOR) for specialized rescue equipment for the USS Theodore Roosevelt Ship.
The Navy requires a complete all-electric, nonhydraulic rescue tool system designed for cutting and spreading operations in emergency services. The procurement includes three line items: one rescue tool system, one rescue tool, and one controller unit. The rescue tool system must be environmentally sound with no hydraulic or gasoline fluids, lightweight, portable, and suitable for both outdoor and indoor use. The system shall be powered by 12 Volts DC and have color-coded components for enhanced safety. The rescue tool must be certified by a recognized third-party testing organization as compliant to NFPA-1936, Standard on Powered Rescue Tool Systems, 2010 Edition. It shall provide interchangeable application attachments (spreaders and cutters) with quick-change capability using ball-detent pins and deliver both spreading and cutting functionality. The controller unit shall manage the 12 Volts DC electrical power to the rescue tool and automatically shut off power when maximum tool output force is achieved to prevent motor or mechanical damage and conserve battery energy.
The complete system shall include a power cable, battery pack, battery charger, Sawzall kit, and jumper cables. No response dates, award dates, pricing information, or set-asides are specified in this requirements document.
