About this file

This is a Job Specification for the inspection and replacement of vehicle deck lashing sockets on the LCU-1651 (NBU-7) naval vessel, ICN 38NBA10016, Revision A01.

The work involves inspecting 57 existing vehicle lashing sockets (12-1/2 inch diameter, 3/4 inch thick steel, P/N F518-1E) located across 24 compartments throughout the vessel, including the vehicle deck, ballast tanks, machinery rooms, and crew berthing areas. Additionally, the specification requires removal and reinstallation of nine other components (ventilation ducts, diffuser boxes, fuel oil and firemain piping, jacket water expansion tanks, and insulation/lagging) to facilitate access for inspection and repair. The contractor must perform visual inspections using a GO/NO-GO gauge fabricated from CRES 304 plate per provided specifications, submit an inspection report with exact repair locations, remove damaged sockets and install new ones as needed, accomplish nondestructive testing of welded joints, and conduct operating pressure tests of new and disturbed piping. All work must comply with welding standards (009-012 and 009-025 of referenced standards), cleaning and preservation requirements per 009-032, and insulation/lagging work per 009-011. The anticipated award date is 5/01/2026, with production completion by 8/29/2026 and POP end date of 9/30/2026. Government Furnished Material includes 40 replacement tie-down sockets, welding electrodes, piping materials (carbon steel and CuNi), insulation blocks, lagging materials, paint, adhesives, and related supplies totaling 127 line items.

For all Navy commands, units, and activities regardless of warfare community, OPNAV M-5100.23 Navy Safety and Occupational Health Manual provides guidance for Hazardous Material Control and Management (HMC&M) and directs Safety Data Sheets (SDS) be maintained and accessible to review, for all HM at the command. For forces afloat, the Hazardous Material Users Guide (HMUG}, S9086- WK-STM-020, NSTM Chapter 670 Volume II supplements the technical data found in SDSs by providing additional control measures, precautions, personal protective equipment (PPB), and spill controls for the hazardous matcrial(s) identified in the Tools, Parts, Materials, Test, Equipment block. Maintenance personnel shall determine if additional PPE is necessary to accomplish the MRC and take appropriate action to obtain and wear such PPE to ensure the safety of maintenance personnel. Final disposition of all HAZMA T, both shipboard and ashore, shall be IAW local HAZMINCEN/CHRIMP guidance as required by OPNAV-M 5090.1 series Table 35-3.

Remove the portable cover, if applicable.

Use Wet-Dry vacuum cleaner if available, otherwise utilize low-pressure air.

Put on faceshield.

Faceshield and hearing protective devices must be worn, and immediate area cleared of personnel not wearing Personal Protective Equipment (PPE) when using/venting low/medium/high-pressure air.

Clean fitting top plate with a wire brush and cup with a dry-wet vacuum cleaner or low-pressure (Jess than 30 psi) air.

When removing corrosion, be careful so that any flame-sprayed aluminum protective coating (if applicable) is not damaged.

Visually inspect fitting for cracked welds, corrosion, and pitting. Use a paint scraper and wire brush to expose welds and other metal surfaces that are suspected of containing deteriorated metal or cracks.

Fitting cup must be clear of debris and objects. Before measuring top plate thickness, rust build-up on the underside of the top plate must be removed. Failure to remove rust build-up can result in incorrect test results.

Utilize inspection mirror to verify no rust build-up on underside of top plate. If rust build-up is found, remove using wire brush and/or abrasive cloth as necessary.

Remove faccshicld.

Before use of "GO/NO-GO" gage, verify throat dimension shown in Figure 1 as 0.6250" ± 0.01" by micrometer.

Do not overlap measurements as this might result in passing a worn fitting.

The "GO/NO-GO" gage shall not be utilized for cleaning or scraping the paint from bar. Also, it shall not be forced over the top plate during application.

Verify top plate wear at three locations per cavity in the Data Measuring Surface Region as shown in Figure 2. Fitting is defective if GO/NO-GO gage fully encompasses the top plate at any single location where wear is measured.

Put on PPE, if applicable.

When defects arc found, paint a red "X" over the defective fitting and report it to the work center supervisor. Do not use the defective fitting until it is repaired or replaced.

A defective fitting should be repaired or replaced at the next availability and tested in accordance with NAVSEA dwg 804-1213717.

When a fitting passes the 18 months inspection, re-preserve the area of the fitting exposed for inspection.

Remove PPE, if applicable.

Reinstall the portable cover, if applicable.
