About this file

This file is a performance indicator tracking table (PITT) template and instructions for recipients of the Department of State Bureau of Counterterrorism's "Strengthening Transit Security and Economic Protection in Mozambique" cooperative agreement. The template is designed for implementers to document and monitor indicator data derived from their Performance Monitoring Plan (PMP), tracking progress quarterly and cumulatively throughout the project period of performance. Recipients must populate the PITT with outcomes and indicators (including at least two output-level indicators and one outcome-level indicator per outcome, with at least three relevant CT indicators overall), establish baselines, set quarterly and final targets, and report actual quarterly results and final actuals with corresponding progress-to-completion percentages calculated as (final actual/final target × 100). The template accommodates disaggregated data by geography, sex, or other relevant subcategories, with additional columns added for projects exceeding one year.

Quarterly updates are required with the latest actual data, and significant variances from targets must be explained in accompanying narratives, along with any data collection limitations or challenges. The PITT serves as a mechanism for implementers and CT to identify gaps, trends, and inconsistencies in project performance. Completed PITTs must be submitted as standalone spreadsheets or as annexes within quarterly and final performance reports. The template includes specific fields for award/agreement number, implementing organization, period of performance, and structured columns for each quarter's targets, actuals, and cumulative project figures, with a comments section to document notable successes, challenges, or data quality issues affecting indicator measurement.

Instructions

PITT Instructions
Working from a CT project's Performance Monitoring Plan (PMP), implementers should incorporate all indicator data into a performance indicator tracking table (PITT) using the template under the next tab as a model. The PITT documents every indicator's data and tracks its progress over time. This allows for implementers and CT to easily identify gaps, trends, and inconsistencies. When submitting quarterly and final reports, PITTs must be updated with the latest indicator data ("actuals" columns) and submitted as stand-alone spreadsheets or as annexes within the quarterly performance report itself. Implementers should draw from relevant PMP fields (e.g., indicators, indicator type, disaggregations, baselines, targets, etc.) to populate their PITTs. For projects lasting longer than one year, additional columns should be added to the template for quarterly targets and actuals. During project implementation, indicator data should be reviewed and analyzed on a quarterly basis to determine the extent of the project's progress over its period of performance. Notable successes or challenges deriving from the data should be noted in the quarterly report narratives.
1. Copy the Outcomes from the PMP to your PITT in Column B. Add rows as needed to accomodate additional outcomes that reflect your project's parameters.
2. Indicator: Add indicators in Column B under their relevant outcomes. In line with PMP requirements, the PITT must include both output-level indicators (at least two per outcome) and outcome-level indicators (at least one per outcome). These can be drawn from the list of provided CT indicators (see Annex II in PMP Indicators "How To" Guide), and recipients are reminded to use at least three relevant CT indicators. Recipients may also develop/use customized indicators as needed.
2a. Disaggregation: Add any disaggregates of an indicator in separate rows below the indicator. Disaggregation involves additional sub-dividing of data to create additional units of analysis such as geography or sex for a specific indicator.
3. Initial Baseline: Add an initial baseline number in Column C. Baselines are data that are collected before or at the start of a project and provide a basis for planning and/or assessing subsequent progress and impact. For new projects, baselines are usually "zero." The baselines for ongoing projects that have been implemented for some time (e.g., through cost amendments, etc.) should include previous project figures (the number of individuals previously trained or supported). If a project conducts a baseline study, then the PITT must be updated with those figures once the study is completed.
4. Target: In the "Target" columns, add the expected target value for each indicator for each quarter (and for the entire project). Targets are the value of what we expect to achieve for each indicator for each quarter and for the entire project (under "Final Target"). They should be ambitious but achievable. For indicators with disaggregations, include disaggregated targets as well, such as targets specifically for males and females. Use the PMP's Final Target value to establish your quarterly and overall project targets.
5. Actual: The quarterly “Actual” columns are used to report the most recent data available for each indicator. This figure must be updated on a quarterly basis. In the "Final Actual" column, tabulate data from each quarter to determine the total actual for each indicator.
6.Progress to Completion: In this column, "progress to completion" indicates the % progress against an indicator's total target. The percentage formula is as follows: final actual/final target*100=% progress to completion.
7. Comments: Add a brief description in the comments cell for each indicator as needed. If indicators are significantly lower or higher than the target, explain why. If there are any data limitations/challenges for specific indicators, please provide a brief explanation (e.g., self-reporting bias, obtaining follow-up, determining demographic information from administrative files, etc.). Please also include an explanation if data is missing, and mark these cells "N/A". Outlining such limitations and challenges helps to understand/explain the feasibility of collecting and measuring data and controlling for data quality.
