About this file
This is a Request for Qualifications (RFQ) issued by the Lorain Metropolitan Housing Authority, doing business as Raise Up, a public housing authority operating in Lorain County, Ohio, to establish a pre-qualified pool of contractors for construction, modernization, and maintenance services. The Agency manages 1,650 housing units across multiple HUD programs and seeks qualified, licensed, and insured contractors across multiple trade categories including roofing, concrete and masonry, flooring, fencing, site and civil work, mechanical/electrical/plumbing (MEP), and interior/exterior structural care. The RFQ was issued on September 8, 2026, with an optional pre-proposal conference scheduled for September 24, 2026, at 10:00 AM ET at 1600 Kansas Avenue, Lorain, Ohio. Questions must be submitted by October 8, 2026, at 2:00 PM ET, and sealed hard copy proposals—consisting of one original and two photocopies—are due by October 15, 2026, at 2:00 PM ET at the Agency's address. Individual task orders under the pool are anticipated to range from $500 to $350,000, with the CEO authorized to approve projects up to the federal Simplified Acquisition Threshold. Once established, the pool will remain open for continuous acceptance of new contractor applications, with periodic reviews and updates typically conducted every 6 to 12 months.
Contractors admitted to the pool are not guaranteed work volume but become eligible to submit competitive quotes on individual projects as they become available. Maintenance work is governed by the Agency's Maintenance Wage Rate Determination (MWRD), while construction work is subject to federal Davis-Bacon prevailing wage rates applicable at the time of task order issuance. The Agency will award projects to the lowest responsive and responsible bidder, with quote windows typically remaining open for five business days. Evaluation of qualifications will be conducted on a 100-point scale, with proposals scoring at least 70 points (rated "Potentially Acceptable" or higher) eligible for pool admission; factors evaluated include approach and understanding (10 points), technical approach and services (10 points), technical capabilities and management plan (20 points), experience and past performance (50 points), and proposal presentation (10 points). Contractors must comply with federal requirements including Build America, Buy America Act domestic preferences, Davis-Bacon wage compliance, Section 3 economic opportunities provisions, and OSHA safety standards. The Agency reserves the right to remove any contractor from the pool for non-responsiveness, poor performance, failure to maintain licensing or insurance, or other grounds justifying contract termination. Progress payments will be issued at 30-day intervals with a 10% retainage held until final project closeout, and all work must comply with applicable federal, state, and local codes and regulations.

2) SCOPE OF WORK
a) Request for Qualifications
i) The Agency is conducting this Request for Qualifications (RFQ) to establish a Prequalified List of Contractors (“the Pool”) to provide expedited construction, modernization, and maintenance services.
This process is conducted in strict accordance with the prequalified vendor list regulations authorized under 2 CFR 200.319(e) and the guidelines of the HUD Procurement Handbook 7460.8 REV 3.
ii) Pool Administration and Maintenance
(1) Establishes eligibility to quote future projects but does not constitute a contract award or guarantee a specific volume of work. To ensure full and open competition as mandated by federal law, the Pool will operate under the following guidelines:
(a) This solicitation shall remain open. The Agency will continuously accept qualifications from new contractors who wish to join the Pool, evaluating and updating the list of approved vendors at regular intervals (typically every 6 to 12 months).
(b) Contractors already admitted to the Pool are not required to re-apply or re-compete when the Pool is updated; their approved status will carry forward automatically.
(c) Newly added firms cannot submit quotes or receive project awards until their qualifications are fully reviewed and approved by the Agency.
(d) The Agency reserves the right to remove any contractor from the Pool for non-responsiveness, poor performance, failure to maintain licensing or insurance, or any cause that would traditionally justify contract termination.
(2) Capital Fund Program Projects
(a) The Agency may choose to utilize the “Pool” to complete needed small construction or maintenance work pertaining to the Agency’s Capital Fund Program (CFP), and any other such small construction work the Agency needs to complete for any Agency program. The Agency anticipates that this “small construction work” will typically be for task order awards less than $100,000 each (typically much less, but may, at the Agency Chief Executive Officer’s discretion, be more).
b) Covered Technical Work Categories
i) Contractors may apply for admission under one or multiple specialty trade areas. Detailed technical specifications will accompany each individual quote request. Anticipated work includes, but is not limited to:
(1) Roofing: Minor repairs, preventative maintenance, and full roof replacements.
(2) Concrete & Masonry: Repair and replacement of sidewalks, curbs, pads, and retaining structures.
(3) Flooring: Removal and/or installation of VCT, plank flooring, tile, and carpeting.
(4) Fencing: Repair and installation of chain-link, wood, vinyl, and security fencing.
(5) Site & Civil Work: Drainage improvements, storm drain clearing, grading, and asphalt work.
(6) Mechanical, Electrical, Plumbing (MEP): Comprehensive Boiler, HVAC, and electrical system diagnostics, repairs, leak repairs, and upgrades.
(7) Interior & Exterior Structural Care: Remediation of windows, doors, cabinetry, framing, drywall, finish carpentry, and comprehensive post-construction site/unit cleanup.
RFQ Q26001 Pre-Qualified Pool of Contractors Page 7 of 24
ii) Supplies, Materials, and Fixtures
(1) The Agency will specify in each quote request which supplies, materials, or fixtures the Contractor must provide as part of their fixed fee, and which items the Agency will provide directly. The Agency typically supplies these items directly to ensure standard quality (e.g., appliances, light fixtures, cabinets, and plumbing fixtures).
iii) The Agency reserves the right to require the Contractor to:
(1) Collect the required supplies directly from the Agency
(2) Pick up the required supplies from an Agency-designated supplier at the Agency’s expense,
c) Maintenance and Construction Rates
i) The Agency will determine if a project task order is maintenance or construction when it is awarded.
(1) Maintenance Work: Routine maintenance task orders are governed by the Agency’s established Maintenance Wage Rate Determination (MWRD). The applicable labor rates are detailed in Attachment N-15a. This form is currently under review by the U.S. Department of Housing and Urban Development (HUD) for final approval. Upon HUD execution, the finalized MWRD form will be formally incorporated into the Master Agreement and all subsequent task orders.
(2) Construction Work: Modernization and development task orders are strictly subject to federal Davis-Bacon wage rates. The specific, prevailing Davis-Bacon wage decision current at the time of the project’s issuance will be attached to and made part of that applicable Request for quote as detailed in the Attachment N-15b.
d) Quoting Process prior to Task Order Issuance
i) Pool Eligibility: Contractors placed within the Pool are eligible to submit competitive quotes on individual renovation projects as they become available.
ii) Project Value Thresholds: Individual task orders will typically range from a minimum of $500 up to a maximum of $350,000. The Chief Executive Officer reserves the right to authorize projects exceeding this threshold up to the federal Simplified Acquisition Threshold.
iii) Scope of Work Distribution: When a project becomes available, the Agency will send a detailed description of the work and the required wage rates to all approved contractors within that specific trade.
(1) Documentation Exemptions: Because all HUD-required compliance forms are evaluated during the initial RFQ process, contractors are exempt from resubmitting administrative paperwork for individual project quotes.
iv) Quoting Timelines: Quote requests will typically remain open for five (5) business days. The Agency reserves the right to extend this quote window to optimize competition.
v) Task Order Award: Project assignments will be awarded strictly to the lowest responsive and responsible bidder.
e) “Or Equal” Specifications
i) Any brand name specified in this RFQ, its attachments, or subsequent projects automatically implies "or equal" to establish design and quality standards per HUD Handbook 7460.8 REV 3, Section 9.3.A.
Contractors may propose alternative products, which the Agency will evaluate against the original item's essential characteristics. The Agency retains sole discretion to determine if a proposed alternative meets minimum specifications. Contractors may request these essential characteristics in writing before bidding, or the apparent successful bidder may submit alternative product data for review after the deadline.

9) CONTRACT POOL ENTRY & CONDITIONS
a) Contract Pool Admission Procedure
i) If a contractor is selected for admission into the pre-qualified pool pursuant to this RFQ, the following detailed procedure will be followed:
(1) Agreement to Abide: By completing, executing, and submitting the Form of Proposal (Attachment A), the proposer explicitly agrees to abide by all terms and conditions pertaining to this RFQ as issued by the Agency, either in hard copy or on the e-Procurement Marketplace, including the contract clauses attached as sample exhibits. Accordingly, the Agency has no obligation to conduct any contract negotiations after the submittal deadline.
b) Contract Conditions
i) The following provisions are considered mandatory conditions of any contract award made by the Agency pursuant to this RFQ:
(1) Contract Form. The Agency will only execute contracts using its own form (see attachments) and reserves the right to amend this form as needed. By submitting a proposal, the contractor agrees to these terms. If a proposer wishes to request contract modifications, they must submit them in writing before the RFQ deadline. The Agency will review and respond to all requests. If a proposer rejects the Agency’s final decision, they will be deemed ineligible for award. The Agency's refusal to accept a requested clause does not entitle the contractor to refuse execution of the standard Agency form.
c) HUD Forms
i) Please note that the Agency has no legal right or ability to (and will not) at any time negotiate any clauses contained within ANY of the HUD forms included as a part of this RFQ.
d) Assignment of Personnel

f) Pool Validation Period
i) The Agency anticipates that it will initially establish the contractor pool for a period of one (1) year, with the unilateral option to renew and extend the pool annually for up to an additional four (4) years (for a maximum total of 5 years).
ii) Initial Term & Eligibility: Contractors successfully admitted to the Pre-Qualified Pool shall maintain an active, approved status for an initial period of one (1) year from their official date of admission by the Agency, subject to the continuous maintenance of all licensing, insurance, and performance standards detailed herein.
iii) Rolling Updates: Because this RFQ remains continuously open per Section 2.a.ii(1)(a), the expiration or renewal dates of contractors within the Pool will cycle dynamically based on their independent entry timelines. Contractors already admitted are not required to re-compete or re-apply during regular rolling updates, provided their active 5-year eligibility window remains open.
iv) Unilateral Renewal Options: The Agency retains the sole, unilateral right to extend an individual contractor's eligibility within the Pool annually for up to four (4) additional one-year periods, resulting in a maximum total eligibility term of five (5) years per contractor before a full re-submittal of baseline qualifications is required under HUD guidelines.
