SCOPE OF WORK

The City of Williamsport is seeking proposals from all interested, qualified firms in providing Professional Services to assist with a citywide Housing Needs Analysis and Action Plan. The project is being developed under a funding partnership between the City of Williamsport, Redevelopment Authority of the City of Williamsport (“RDA”), and the Pennsylvania Department of Community and Economic Development (DCED) under a potential Municipal Assistance Program grant award agreement.

Background This Scope of Work (SOW) outlines the professional services required to assist in the development of the City of Williamsport's (“City”) Housing Needs Assessment and Action Plan. The City seeks technical assistance to perform key components of the planning process including, but not limited to, community stakeholder engagement, physical conditions survey, demographic and housing data analysis, and a Housing Needs Assessment final report. Experience in the development of implementable housing studies is required.

The anticipated term of this agreement is for approximately six months, however a second price proposal for consideration where the final products are expedited and delivered prior to November 15th, 2026 is also required. Firms who are deemed to be finalists will discuss both options during an interview process prior to the City awarding a contract. The selected consultant will work closely with the Project Team, which will consist of two staff members from the City’s community and economic development office, two representatives from the RDA, and one representative from the local Community Action Agency

Key Objectives The objective of this project is to provide the City with an implementable planning document for future housing policy, land use planning, and investment strategies. This will be achieved through a three-pronged approach: A Community Stakeholder Engagement process, Physical Conditions Survey, and a demographic and housing data analysis. The selected consultant will be responsible for the coordination of a kickoff meeting with the project team, followed by bi-weekly progress meetings. The consultant will also be tasked with organizing the two stakeholder events, three community engagement events, and a final presentation to the Williamsport City Council.

Community Stakeholder Engagement & Deterrence Analysis

The goal of this portion is to identify the "friction points" that discourage residency within city limits.

Methods of action include:

• Stakeholder Identification: Formation of two key groups, one comprised of major employers and one of real estate professionals.

• Public Workshops & Focus Groups: Facilitating targeted focus group meetings plus three community engagement events to discuss perceived barriers to entry (e.g., school quality, safety, taxes, or lack of modern housing stock).

• City-Wide Sentiment Survey: Deployment of a digital and paper-based surveys to capture broader data on why individuals choose to live outside the city despite working or recreating within it. Surveys to current residents seeking feedback on perceived positives, negatives, and suggested changes of living in the City.

• Barrier Report: Analysis of the "Deterring Factors," categorizing them into manageable themes such as lack of particular housing types, Infrastructure, Policy/Zoning, Perception, etc. and actionable items

Physical Conditions Survey

This phase involves a parcel-by-parcel visual assessment of every residential and commercial property to establish a baseline of the city’s physical health.

Methodology:

Field teams will conduct a "Windshield Survey," observing properties from the public right-of-way and recording data via a GIS mobile application. Properties will be assessed scores 1 through 5 help identify broader areas of increased need.

Key deliverables from this survey will include the raw datasets, GIS mapping layers, and a preliminary audit identifying areas of potential issue or investment.

Demographic and Housing Data Analysis

Demographic & Economic Analysis

• Population & Growth: Current trends, geographic growth/loss patterns, and 5-to-10-year projections including comparable third-class city comparisons.

• Age & Household Composition: Analysis of age cohorts, single-parent households, people living alone, and the "living with parents" (18+) trend.

• Social & Diversity Metrics: Race and ethnicity distribution/shifts, migration and mobility patterns, and educational attainment levels.

• Economic Profile: Major employers and hubs, employment projections by sector/occupation, and household income levels compared to sector-specific wages.

• Land Use & Commuting: Density, zoning, vacant land availability, permit activity (SALDO)

Housing Market & Affordability Analysis

• Existing Supply & Inventory: Breakdown of tenure (owner vs. renter), housing types (SF, doubles, apartments), age of stock, and vacancy rates.

• Owner-Occupied Market Performance: Sales volume, median prices per Sq. Ft, days on market, and absorption rates across various neighborhoods and housing types.

• Rental Market Performance: Analysis of asking rents per sqft, bedrooms per unit, amenities, and college housing unit analysis

• Affordability & Vulnerability: Cost-burden data, housing conditions, foreclosure rates, physical accessibility, and the distribution of vouchers/assistance programs.

• Future Demand & Gap Analysis: 10-year demand forecasts (high/low scenarios) categorized by unit type, tenure, size, and location

Key Deliverables

• Finalized Housing Needs Analysis and Action Plan document and all other documentation related to the services requested as part of the scope of work identified above

• Data and/or GIS layers stemming from Physical Condition Survey

• Data and/or GIS layers stemming from public outreach, focus groups, and surveys
