Summary
This is a chemical bid specification document issued by multiple Pennsylvania municipalities in York and Adams counties for the procurement of water treatment and wastewater treatment chemicals during the contract period April 1, 2026 through March 31, 2027. The procuring entities include the Borough of Hanover, Township of Penn, Township of West Manheim, Township of Heidelberg, Township of Manheim, Borough of McSherrystown, Township of Conewago, Township of Union, Township of Germany, Township of Berwick, and Township of Oxford. Sealed bids will be opened electronically via PennBid on February 4, 2026 at 3:00 p.m. The bid solicitation encompasses fourteen chemical line items including liquid chlorine (2,100 pounds in 150-pound cylinders and 25,000 pounds in one-ton containers), liquid ferrous sulphate (14,000 gallons), hydrofluosilicic acid (45,000 liquid pounds), liquid alum (1,000,000 pounds), liquid sulfur dioxide (16,000 pounds), liquid polyaluminum chloride Delpac 2000 (36,000 gallons), sodium permanganate 39.5% (13,600 liquid pounds in 237-pound totes), caustic soda (324,200 pounds), sodium hypochlorite 12% solution in bulk (334,700 pounds) and in drums (6,400 pounds), EarthTec liquid copper pentahydrate (770 gallons), and two new 2026 items—Aluminum Chloride Hydroxide Sulfate Delpac 2450 (1,000,000 pounds) and Liquid Polyaluminum Chloride Delpac 3030 (1,000,000 pounds). Delivery locations include the Hanover Area Regional Wastewater Treatment Plant, Hanover Water Filtration Plant, and Penn Township facilities, with most deliveries required between 7:00 a.m. and 2:00 or 3:00 p.m. on business days. A pre-bid site inspection is mandatory for sodium permanganate, caustic soda, and sodium hypochlorite contracts. All proposals must remain firm for thirty days pending contract award.
Bidders must submit proposals electronically via PennBid with individual bids for each chemical line item. Bid security in the form of cash, certified check, or bid bond equal to ten percent of total bid price is required, drawn to the order of the Borough of Hanover. Unit pricing must be submitted per pound or per gallon as specified for each chemical. All chemicals must meet specified federal and American Water Works Association standards and carry NSF/ANSI Standard 60 certification with proof included in the bid package. The successful bidder shall furnish a performance bond within twenty days of award in an amount equal to one hundred percent of the contract price, listing all relevant municipalities as principals. The municipalities reserve the right to increase contract unit prices by an amount equal to verified increases in the bidder's cost of materials and supplies after the February 4, 2026 opening date, supported by documentation from the supplier. Individual contracts will be awarded for each chemical item to the lowest responsible qualified bidder. Technical service requirements are specified for certain chemicals, including three references, availability of technical support within twenty-four hours for emergencies, and submission of technical representative credentials. Certain chemicals require minimum insurance coverage levels including general liability of $5,000,000 aggregate, auto/truck coverage of $5,000,000, and workers' compensation of $1,000,000 per accident.
