Each such bond shall be on the form approved by the Sponsor’s Solicitor. The surety on the bonds shall be authorized to do business in Pennsylvania and shall be currently listed in the United States treasury circular 570.
For contracts in excess of $50,000 the contract shall be executed by the Sponsor and the successful bidder within 30 days of the date the contract is awarded unless the time shall be extended by the mutual written consent of the Sponsor and the successful bidder.
In the event the successful bidder proposes to furnish a lending institution letter of credit or a restrictive lending institution escrow account as performance and payment security rather than the performance and payment surety bonds, the form and content of such alternative financial security must be in compliance with Pennsylvania law, fully protect the public, and be approved by the Sponsor’s Solicitor.
No proposals or awards shall be considered binding upon the Sponsor unless and until the contract documents are properly executed by both parties.
