About this file
This document is a bill of material for a request for quotation from the National Institute of Allergy and Infectious Diseases. The RFQ requests pricing for various Millipore-Sigma laboratory supplies and consumables to be delivered in four scheduled shipments on September 4, 2023, October 24, 2023, February 27, 2024, and May 21, 2024. The supplies include Clarisolve and Millistak+ depth filter pods and cartridges, Vantage and Viresolve filtration devices, and related products. Bids must be submitted in the same order as the listed items and include delivery schedules, shipping charges by delivery, and an active SAM.gov Unique Entity ID number. The justification for restricting competition to the Millipore-Sigma brand is compatibility with existing validated instruments and processes at the Vaccine Research Center Pilot Plant, where significant delays would occur if alternative products required retooling and revalidation.

| 41 USC 1901(e)(2) and FAR Part 13.106-1(a): Brand Name Only | ||||
| The required brand name item listed above are specific to an instrument that requires these brand name specific products due to compatibility requirements. These items have historical applications and have already proven to be effective with our specific biological candidates, are currently under VPP’s Downstream Process Development SOPs. Additionally, the instrument for which these supplies are being requested are currently in use at the GMP Pilot plant and are currently validated in their process. Attempts to modify the items the VPP utilities in the development of the next generation vaccine and or therapeutics would result in both the VPP, and the pilot plant having to retool and then revalidated existing materials at both locations. This would then cause significant (greater than 12 months) delays in the VRC’s program goals. |
