INSTRUCTIONS TO BIDDERS
BID 26022
ADA COUNTY MOSQUITO ABATEMENT DISTRICT
AERIAL APPLICATION SERVICES 2026
OWNER: Ada County Mosquito Abatement District
SERVICES: Ada County Mosquito Abatement District Aerial Application Services
1. Introduction and Summary of Services. Ada County is seeking bids from aerial applicators to provide aerial larvicide and ultra-low volume (“ULV”) applications, assist with the planning, coordination, and execution of such aerial applications, and provide post-application support for the purpose of mosquito abatement within the boundaries of the Ada County Mosquito
Abatement District (“ACMAD”), as more specifically set forth herein and in the Specifications set forth in Exhibit A.
ACMAD’s mission is to control mosquitoes that are both a nuisance and a potential health threat to the citizens who reside within its boundaries. The primary goal of ACMAD is to prevent the spread of West Nile Virus (“WNV”) from infected mosquitoes to human and animal populations. WNV is the most prominent cause of mosquito-borne disease in the continental
United States and was first detected in Ada County in 2009. WNV continues to threaten humans and animals residing within the ACMAD’s boundaries on a yearly basis.
To control WNV-infected and nuisance mosquito populations, ACMAD utilizes an
Integrated Pest Management (“IPM”) approach. IPM is a decision-making process that uses all available mosquito-management strategies (education, cultural, mechanical, biological, and chemical controls). Utilizing an IPM approach helps determine what combination of control strategies will reduce the mosquito populations to a manageable level with the least impact to the environment.
BID 26022 INSTRUCTIONS TO BIDDERS – PAGE 2
When WNV-infected or a high abundance of nuisance mosquito populations persist throughout ACMAD’s boundaries and cannot be adequately controlled through other IPM or ground-based efforts, ACMAD plans and contracts for aerial applications to be conducted within its boundaries. Accordingly, Ada County cannot warrant or guarantee that it will require the services contemplated herein at any time after award and the successful bidder is therefore not entitled to perform any services or receive any payment by way of Ada County’s award of the
Agreement as contemplated herein unless and until Ada County notifies the successful bidder of its need for services as set forth therein.

BID 26022 INSTRUCTIONS TO BIDDERS – EXHIBIT A
EXHIBIT A
SPECIFICATIONS
OVERVIEW
Pursuant to Bid 26022, Vendor shall provide aerial larvicide and ultra-low volume (“ULV”) applications, assist with the planning, coordination, and execution of such aerial applications, and provide post-application support for the purpose of mosquito abatement on behalf of County within the boundaries of the Ada County Mosquito Abatement District (“ACMAD”) to prevent the spread of West Nile Virus (“WNV”) and control WNV-infected and nuisance mosquito populations as part of ACMAD’s Integrated Pest Management (“IPM”) approach pursuant to the requirements and specifications set forth below.
A. Aircraft
Vendor shall make available a multi-engine, fixed-wing commercial agricultural aircraft. Each aircraft must be capable of treating a minimum of twenty thousand (20,000) acres in one (1) evening.
All aircraft used shall:
1. Be certified by the Federal Aviation Administration (“FAA”) and comply with all requirements of 14 C.F.R. Chapter 137, Agricultural Operation, including having an FAA-approved congested area plan thirty (30) days prior to commencement of aerial application operations;
2. Be capable of operating at a speed of one hundred fifty (150) miles per hour or greater;
3. Be capable of operating at an altitude of three hundred (300) feet at night;
4. Be inspected annually and make a certification thereof available upon request;
5. Be capable of applying the insecticide at rates labeled for aerial ULV applications for adult mosquito control;
6. Be capable of global positioning satellite (“GPS”) guidance with gridline capabilities with an accuracy of zero to fifty (0–50) feet and be used on all aerial application missions;
7. Be equipped with an aerial-application guidance system or equivalent system capable of processing on-board meteorology with an accuracy within less than one
(1) knot, a two-degree (2º) vector, and less than one degree (1º) in temperature to be used for optimization in real-time and for detection of a temperature inversion;
8. Be equipped with night-vision goggles for use in night applications;
9. Have an FAA-approved dump system and identified dump site in case of emergency that is capable of jettisoning at least half of the load in forty-five (45) seconds (no waivers of the dump system will be accepted); and
10. Have proof of ownership.
All aircraft used shall have an application system consisting of:
1. All necessary parts (tank, booms, pump, rotary atomizers, strainers, etc.)
constructed of materials that are resistant to corrosion by Naled, Malathion, and Pyrethroids and that are constructed and maintained at all times so as to be in good working order free of leaks;
2. The ability to apply larvicide products effectively and accurately according to product-label specifications;
3. The ability to produce droplets of insecticide within the specifications stated on the product label and the manufacturer’s accompanying literature;
4. The ability to maintain a minimum of a one-thousand-foot (1,000-foot) effective swath;
5. Rotary atomizers, equivalent to the Micronair spray system, which must be changed at the first signs of wear or stress;
6. The ability to monitor application-system pressure by a pressure gauge installed in the boom system within easy view of the pilot or by observing a digital display in the cockpit; and
7. Diaphragm check valves or other cut-off devices for use on rotary atomizers to ensure positive cut-off of the application.
Aircraft used other than those specified herein must be approved in writing by County prior to use and must otherwise meet all requirements and specifications set forth herein.
B. Application
During the application, Vendor shall have the ability to receive in real-time via a weather-monitoring system meteorological conditions at release height into the aircraft, specifically: (a) temperature; (b) wind speed; (3) wind direction; and (4) humidity.
Based upon the cumulative effect of many variables such as droplet spectra, aircraft vortices, meteorology from multiple altitudes, evaporation, nozzle location, aircraft characteristics, product characteristics, source geometry (aircraft speed, release height) and application rates, Vendor will have on board the aircraft the equipment necessary to optimize the application strategies, which result in increased droplet densities, product volume, and most efficient droplet sizes into the intended treatment area while minimizing off-target drift. In addition, the on-board meteorological system will be capable of alerting the pilots of real-time meteorological changes and temperature inversions.
Through the use of relevant flight-recording software, Vendor shall have the ability to produce a digital geographic information system (“GIS”) map capable of “replaying” the aerial mission as it was flown. This software will also graphically display the flight path, application switch status, air speed, date, time, positional GPS coordinates, meteorological variables, and drift-prediction data for each application.
Vendor will be required to comply with label specifications and submit to verification by County through readings taken from microscopic observation of Teflon-coated slides or an equivalent.
During the course of the Agreement term, County may elect to use several different insecticides, at which time new documentation of recalibration may be required.
Vendor will be required to provide required documentation that its application systems are able to obtain a minimum one-thousand-foot (1,000-foot) effective swath and allow County the right to perform swath tests for its own determinations as well.
C. Vendor Responsibility if Product is Supplied by Vendor
Vendor shall be responsible for application of the insecticide, including taking delivery, containment, storage, and container disposal. Vendor shall be responsible for the transfer of the insecticide from the insecticide container to the aircraft. Vendor shall provide sufficient personnel with the capabilities that meet or exceed safety requirements for transferring product(s) as set by the Environmental Protection Agency (“EPA”) and state and local agencies and have the ability to proactively contain any challenges associated with product spills.
Vendor shall comply with all National Pollutant Discharge Elimination System (“NPDES”) requirements and promptly provide County with all documentation to allow it to complete its reporting responsibilities.
Vendor shall provide documentation that the aircraft used during operations has been calibrated to deliver the correct amount of insecticide at the proper droplet size as determined by the insecticide label and based on the operation parameters defined by County. Vendor may be required to demonstrate the equipment for calibration and droplet-determination purposes.
County reserves the right to request additional droplet size tests and recalibration of equipment, which shall be provided at no additional cost to County.
Vendor shall provide a copy of each aerial application mission report, showing:
1. Application altitude;
2. Release height wind speed;
3. Release height wind direction;
4. Release height temperature;
5. Aircraft speed (ground speed);
6. Date and time(s) of application;
7. Amount of insecticide applied;
8. Number of acres treated; and
9. Flight path, using color to differentiate flight path showing “application on” and
“application off” areas.
Reports shall be submitted by 8:00 a.m. local time after each flight.
Vendor shall provide the following contact information: Toll-free contact phone number, cell phone number, and email address.
Vendor shall respond to County’s initial contact within one (1) hour by phone. Vendor will provide, in writing, the cause of any delay or cancellation of a mission within forty-eight (48) hours. Vendor must be available for contact between the hours of 8:00 a.m. and 5:00 p.m. local time. Vendor must be available between 5:00 p.m. and 6:00 a.m. local time for actual aerial applications.
