About this file

This document is a Request for Proposals (RFP) for equipment preselection by the Cities of Round Rock, Austin, Cedar Park, and Leander for the Brushy Creek Regional Wastewater System East Plant Expansion project. The RFP seeks equipment proposals for six specific systems: submersible pumps (influent lift station pumps), process air blowers, cloth media disc filters, UV disinfection equipment, progressive cavity pumps, and sludge dewatering belt filter presses. Sealed proposals are due on October 23, 2025, at 2 P.M. local time at 3400 Sunrise Road, Round Rock, TX. The project involves expanding the East Plant to 40 MGD and includes rehabilitation. Only one equipment package may be submitted per proposal, and proposals will be immediately opened and read aloud publicly. Following submittal, the owner will review and score proposals, with the top-scoring proposer in each equipment category receiving a Notice of Award.

The RFP includes provisions for price adjustments based on metal material price indices and the Producer Price Index, with proposers able to choose between 0-30% of their proposal price subject to adjustment. The evaluation process will weight cost at 50% and non-cost criteria at 50%, with a maximum of 1,000 points possible. Funding is expected to be provided in part by a loan or grant from the Texas Water Development Board. The proposal requires extensive documentation, including manufacturer qualifications, installation references, technical data, and compliance with specified requirements. Proposers must demonstrate experience with similar equipment in the United States, with at least three installations operating for a minimum of one year. The project emphasizes comprehensive technical evaluation, including factors such as performance, warranty, service capability, and compliance with technical specifications.

ARTICLE 5 - METHOD FOR EVALUATION OF EQUIPMENT AND SCORING CRITERIA

5.1 The proposal will be scored based on two components – the score from the evaluation criteria and the cost. The cost component will be weighted at 50%, and the non-cost criteria score will be weighted at 50%. The score from both components will be added together to get the total score.

The maximum points a proposal may receive is 1,000. The cost will have a maximum of 500 points, and the evaluation criteria will have a maximum of 500 points. The proposal with the highest score will be chosen for the project. Details on how the score of each component will be calculated are described below:

A. Evaluation Criteria

1. The total points within each section will be added to provide the total score for the Evaluation Criteria shown in Article 5. Additional points may be added in cases where the Supplier exceeds expectations.

PLUMMER ASSOCIATES, INC. 00 11 13-PS - PAGE 6 OF 12 BCE EQUIP PRESELECTION

B. Cost

1. For equipment items where the only information required on the proposal form is the equipment proposal price, the proposal price will be used in the cost calculation score.

For equipment items that include power usage or other operational data costs, the Net Present Value calculated from the proposal will be used in the cost calculation score.

2. The lowest proposer will receive the full points for the cost section. From there, each proposer will receive a fraction of the total points based on their ratio to the lowest proposal.

Example: Low proposal is $1,000. Next proposal is $2,000. Low proposal receives 500 points.

Next proposal will receive 1,000

2,000 ∗ 500 = 250 𝑝𝑜𝑖𝑛𝑡𝑠

5.2 The point-based scoring for the evaluation process will be based on:

A. Completion and submission of all documents and information required in this invitation to proposal and the quality, completeness, and accuracy of the PROPOSER’S proposal.

Proposals deemed by the selection committee to be non-responsive or non-conforming shall be eliminated from further evaluation. All PROPOSERS are strongly cautioned to thoroughly review all requirements and provide all required information in complete and accurate proposals.

B. The PROPOSER’S experience, qualifications, installations, and references relative to minimum specified requirements. Exceeding minimum requirements will result in higher scores.

C. The favorability of responses by references contacted by the City of Round Rock regarding performance, safety, service, maintenance requirements, and ease of operation and controls. References provided must meet minimum specified requirements. Highly favorable responses by contacted references will result in higher scores.

D. The length and coverage of the PROPOSER’S proposed warranty relative to minimum specified requirements. Exceeding minimum requirements will result in higher scores.

E. The PROPOSER’S service capability relative to minimum specified requirements. Exceeding minimum requirements will result in higher scores.

F. Conformance with required criteria and specifications included within these Contract Documents. Non-conformance will result in lower scores. Exceptions are discouraged, and any exception taken to those specifications must be identified, thoroughly explained, and justified. Exceptions to the minimum criteria noted above may exclude the PROPOSER and associated system from further evaluation. Furnishing materials that exceed minimum specifications may result in higher scores at the discretion of the Partners.

G. After receiving proposals from all of the PROPOSERS showing their specific equipment scope of supply the ENGINEER will determine a construction cost adjustment factor to account for the different structural, piping, electrical, controls, etc. that will be needed for a fully operational system. Systems that require fewer additional construction costs will receive higher points, and systems that require more construction cost will receive fewer points.

5.3 Points within the ranges noted in the table below will be awarded by the selection committee for these criteria of the evaluation process.

ARTICLE 6 - PRICE ADJUSTMENTS

6.1 Prices may be adjusted based on two parts: an index for metal material prices and the Producer Price Index. The index for metal material prices will be used to adjust the price of the material from September 2025 through February 2027. The Producer Price Index will be used to adjust the price of the equipment for orders placed after February 2027. Further explanation for each component is below.

6.2 Any impacts from tariffs, changes in tariff rates, or shifts in the tariff climate will be reflected through the adjustments driven by the applicable indices and will not be accounted for as a separate adjustment.

6.3 Price Index for Metal Materials

A. Due to the substantial impact that changes in metal material prices may have on the PROPOSER, this Agreement shall include an adjustment factor based on a metals commodity index.

B. The equipment proposal in the Proposal Form may be adjusted up or down in proportion to the change in the index for iron and steel (WPU 101) from the Federal Reserve Economic Database (FRED) from the Federal Reserve Bank of St. Louis as indicated on the website https://fred.stlouisfed.org/series/WPU101. This index will be used as a surrogate for all material price changes. No alternative index will be used for price adjustment.

C. The adjustment will be applied to the equipment proposal price of the equipment, based on the change in the index between the equipment preselection proposal date and the GENERAL CONTRACTOR’s bid date. The proposer can choose the percent adjustment between 0-30 percent that will be applied. The proposer shall specify the percentage of equipment proposal price that shall be subject to adjustment in the Proposal Form. The remainder of the capital cost shall be fixed. If no percentage is included in the proposal form it will be assumed that percent of the proposal to be adjusted by the metals materials price index is zero percent.

𝑅𝑒𝑣𝑖𝑠𝑒𝑑 𝑃𝑟𝑖𝑐𝑒 = [𝑂𝑟𝑖𝑔𝑖𝑛𝑎𝑙 𝑃𝑟𝑖𝑐𝑒 ∗

∗ (1 − 𝑃𝑒𝑟𝑐𝑒𝑛𝑡 𝑜𝑓 𝑃𝑟𝑖𝑐𝑒 𝑡𝑜 𝑏𝑒 𝑎𝑑𝑗𝑢𝑠𝑡𝑒𝑑)]

6.4 Producer Price Index

A. The Proposer agrees that this Proposal and Price shall remain valid for inclusion in the GENERAL CONTRACTOR’s bid and through the GENERAL CONTRACTOR’S Notice to Proceed.

If the OWNER has not issued a Notice to Proceed by the end of July 2027, the OWNER and PROPOSER agree that the portion of the Price not adjusted by the materials price index shall be scaled based on the Producer Price Index. The base Producer Price Index shall be the December 2026 Producer Price Index. The Revised Price shall be calculated as follows:

𝑅𝑒𝑣𝑖𝑠𝑒𝑑 𝑃𝑟𝑖𝑐𝑒 = [(𝑂𝑟𝑖𝑔𝑖𝑛𝑎𝑙 𝑃𝑟𝑖𝑐𝑒 − 𝑃𝑜𝑟𝑡𝑖𝑜𝑛 𝐴𝑑𝑗𝑢𝑠𝑡𝑒𝑑 𝑏𝑦 𝑊𝑃𝑈 101)

ARTICLE 7 - PROPOSALS BASED ON PRESENT WORTH

7.1 Some of the equipment items included in this proposal package require proposals for power consumption and other consumable items. The proposal price for these items will be based on the present worth of the equipment proposal price and the present worth of the power and other consumable items over a period of 10 years using the following formulas. Evaluation will be based on number of equipment units provided in the scope.

𝑂𝑝𝑒𝑟𝑎𝑡𝑖𝑛𝑔 𝐶𝑜𝑠𝑡

= 𝑃𝑒𝑟𝑐𝑒𝑛𝑡 𝑇𝑖𝑚𝑒 𝑎𝑡 𝑂𝑝𝑒𝑟𝑎𝑡𝑖𝑛𝑔 𝑃𝑜𝑖𝑛𝑡 ∗ 8760 ℎ𝑟𝑠 𝑦𝑒𝑎𝑟 ∗ 𝑃𝑜𝑤𝑒𝑟 𝐶𝑜𝑠𝑡

∗ 𝑃𝑟𝑒𝑠𝑒𝑛𝑡 𝑊𝑜𝑟𝑡ℎ 𝐶𝑜𝑛𝑣𝑒𝑟𝑠𝑖𝑜𝑛 𝐹𝑎𝑐𝑡𝑜𝑟

Assumptions:

Operation period for evaluation = 10 years

Power cost = $0.04/kWh

Discount Factor = 3%

Conversion factor for present worth cost of expenses over operation period for evaluation = 8.530

Labor Cost = $41/hour

𝐵𝑖𝑑 𝑃𝑟𝑒𝑠𝑒𝑛𝑡 𝑊𝑜𝑟𝑡ℎ = 𝐸𝑞𝑢𝑖𝑝𝑚𝑒𝑛𝑡 𝐵𝑖𝑑 𝑃𝑟𝑖𝑐𝑒 + 𝑂𝑝𝑒𝑟𝑎𝑡𝑖𝑛𝑔 𝐶𝑜𝑠𝑡

Example Calculations:

Example 1: Proposal price $250,000

Proposal power consumption at design point = 100 kW

Equipment Runs 100% of the time

Operating cost = 100% * 8760 hrs/yr * $0.04/kWh * 100 kW * 8.530

Operating cost = $298,891.20

Proposal Present Worth = $250,000 + $298,891.20

Proposal Present Worth = $548,891.20

Example 2: Proposal price $100,000

Proposal power consumption at design point 1 = 50 kW

Equipment Runs 50% of the time

Proposal power consumption at design point 2 = 30 kW

PLUMMER ASSOCIATES, INC. 00 11 13-PS - PAGE 11 OF 12 BCE EQUIP PRESELECTION

Equipment Runs 30% of the time

Proposal power consumption at design point 3 = 70 kW

Equipment Runs 20% of the time

Operating cost = (50% * 8760 hrs/yr * $0.04/kWh * 50 kW * 8.530) +

(30% * 8760 hrs/yr * $0.04/kWh * 30 kW * 8.530) +

(20% * 8760 hrs/yr * $0.04/kWh * 70 kW * 8.530)

Operating cost = $143,467.78

Proposal Present Worth = $100,000 + $143,467.78

Proposal Present Worth = $243,467.78

7.2 Equipment proposals that include a proposal power amount will be subject to a power test. If the equipment uses more power than indicated in the proposal form a penalty will be assessed based on the formula listed in specification Section 00 73 00-PS “Preselection Special Conditions”. No credit will be given for using less power than proposal.
