About this file

This Statement of Work (SOW) describes a contract with the Alabama Department of Labor to provide wage information for the agency's tax enforcement and collection efforts. The sole-source contract, justified under FAR 6.302-1, will enable Revenue Officers to access current and accurate individual and business wage information critical for various case processing activities such as income verification, payroll tax return preparation, and asset identification. The contract includes one base year from October 1, 2025, through September 30, 2026, with four potential one-year option periods extending through September 30, 2030. A centralized puller in Birmingham, AL will manage all information requests, which will be processed via fax, with a log maintained to verify invoicing. The government's contract obligation is contingent on the availability of appropriated funds, and the agency emphasizes that alternative third-party sources would pose risks of high pricing, inaccurate data, processing delays, and potential loss of Personally Identifiable Information (PII).

STATEMENT OF WORK

Wage Information

1. Introduction

The purpose of this Statement of Work (SOW) is to acquire access to wage information supplied by the Alabama Department of Labor.

2. Objective

The purpose of this procurement is to secure current and accurate information on file with the State of Alabama. This contract is needed because it advances the Agency’s mission in the enforcement of tax laws, asset identification, fraud detection and verification of compliance which assists in the collection delinquent tax debt.

3. Scope

This contractor has been identified as sole source under FAR 6.302-1, because there is no other contractor that provides the current and accurate information needed to meet the Agency’s requirements.

The Alabama Department of Labor provides Revenue Officers (ROs) with information such as:

• Individual wage information which is used for income verification and reconciling discrepancies in self-reported income.

• State reported business wage information, which is used for payroll verification, assists in the preparation of delinquent payroll tax returns under IRC § 6020(b), CAWR assessment verification, business address verification, and unemployment benefits data.

If this information isn’t available, it will impact multiple case closure prerequisites that require asset verification such as Full Pay, Installment Agreement (IA), Currently Not Collectible (CNC), Offer in Compromise (OIC), Insolvency (Bankruptcy), Seizure, Suit, Alter Ego and/or Nominee recommendations.

There are no in-house resources that are available to provide the accurate information that is provided by this contractor. Awarding a contract to a third-party/open market contractor would potentially result in high price, inaccurate third-party data, case processing delays but more importantly; security risks due to potential loss of Personally Identifiable Information (PII).

4. Requirements

Access to current and accurate wage information to be available upon request. Government obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.

5. Deliverables

This contract currently has one centralized puller located in Birmingham, AL. All requests from ROs are completed through this individual. Requests for information are faxed to the State. Once research is completed, the State faxes the results back to the centralized puller for distribution to the ROs. A log of all requests is maintained by the puller and used to verify the invoice prior to completion of the Receipt and Acceptance.

6. Performance Standards

Performance shall be conducted at the contractor’s facility.

7. Period of Performance

The Period of Performance for this purchase order shall be for a one (1) year Base Period from October 01, 2025, through September 30, 2026, and four (4) Option Periods:

• Option Period 1 - October 01, 2026, through September 30, 2027 (if exercised)
