About this file
This is a Proprietary Information document from the City of Arlington's Office of Procurement related to a Request for Qualifications (RFQ) for Interior Design Services for Arlington Air Center Fixed-Base Operator at Arlington Municipal Airport in Texas. The document establishes the framework for how vendors must handle and designate proprietary information in their submissions to the City. All material submitted to the City becomes public property subject to the Texas Public Information Act upon receipt. Vendors desiring to protect proprietary information must list specific page numbers in a designated chart and clearly mark each page with the word "PROPRIETARY" in all caps and highlighted yellow on the bottom center at the time of submittal. The City will endeavor to protect such information from disclosure to the extent allowed by law, though the final decision regarding disclosure rests with the Texas Attorney General.
The document explicitly states that pricing information may not be marked as proprietary and will be made publicly available in a bid/proposal tab following review of all submittals. By submitting a response, vendors agree that pricing is not proprietary and may be released. Failure to properly identify proprietary information will result in all unmarked sections being deemed non-proprietary and available upon public request. The document includes sections for vendors to indicate specific pages or sections believed to be proprietary, as well as spaces for project reference numbers, RFP titles, and legal names of proposers.
