About this file

This document is a Sole Source Justification for the U.S. Citizenship and Immigration Services (USCIS) to procure Law360 Complete Plan Online Subscriptions from Relx Inc (dba LexisNexis). The subscriptions will provide comprehensive legal coverage including up-to-the-minute information on litigation, legislation, regulation, compliance, and enforcement across multiple legal practice areas. The contract is for a base period of five (12) months from May 19, 2025 to May 18, 2030, with USCIS determined to be the sole source due to the proprietary nature of the content, which is critical for keeping USCIS attorneys current on immigration legal issues.

The justification highlights that the Law360 Complete Plan Online Subscriptions are essential for USCIS, particularly the Immigration Program Office and Office of the Chief Counsel, to stay informed on legal developments. Market research confirmed that no alternative sources can provide the same level of specialized legal content. The procurement will use simplified acquisition procedures, with the vendor located in Miamisburg, Ohio, and the contract aims to ensure USCIS has accurate and timely legal information to support its mission and decision-making processes in immigration-related matters.
