About this file
Document Type: Sole Source Justification for Simplified Acquisition Procedures
Procuring Agency: U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, on behalf of the Office of Intake and Document Production (OIDP)
Products/Services: Mimaki UJF-3042 MkII E Series UV LED flatbed printers and associated original equipment manufacturer (OEM) consumables, including UV-curable inks, white and clear inks, primers, cleaning solutions, and maintenance components. These printers are required to support mission-critical document production operations, specifically for personalizing and issuing mission-essential cards under the Gold Card program in compliance with Executive Order #14351.
Contractor: Atlantic Graphic Systems, Inc., Columbia, Maryland (UEI: N2FFGJKWWGM9; CAGE: 1D6R3), an authorized Mimaki distributor and service provider
Pricing and Contract Terms: Independent Government Cost Estimate of $58,088.00; firm-fixed-price contract type; 15-day delivery period following award receipt
Justification for Sole Source: USCIS asserts only Atlantic Graphic Systems, Inc. is capable of providing genuine Mimaki equipment with certified OEM consumables and manufacturer-approved technical support. The proprietary nature of the Mimaki platform, combined with operational continuity requirements, warranty compliance mandates, and stringent security standards for secure identification document processing, eliminates alternative sources. OIDP faces a firm operational deadline for card personalization and issuance, with delays creating significant mission readiness and security risks.
Price Reasonableness: Fair and reasonable pricing will be determined through market research conducted by the Contracting Officer in accordance with FAR Part 13.106-3(a)(2)
Public Display Compliance: USCIS intends to comply with public display and synopsis requirements in FAR 13.105(a) unless an exception under FAR 5.202 applies

Sole Source (including brand name) Justification, using Simplified Acquisition Procedures, Exceeding the Micro-purchase Threshold and up to the Simplified Acquisition Threshold, Mimaki Printers & Associated Consumables
REFERENCE: Justification Log Number: FY26-0038 and PR Number: DMD260008
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting, proposes to award a purchase order, on behalf the Office of Intake and Document Production (OIDP).
2. Nature and/or description of the item/service being procured and anticipated cost.
USCIS intends to procure on a sole source basis the procurement of Mimaki UJF-3042 MkII E Series UV LED flatbed printers and associated OEM consumables to support mission-critical document production operations. The Mimaki UJF-3042 MkII E Series provides direct-to-substrate UV printing on a wide range of rigid materials with the precision, durability, and color accuracy necessary for secure, high-quality identification and document processing. This capability is critical to sustaining operational continuity, supporting daily intake and production functions, and ensuring compliance with USCIS mission requirements and Executive Order #14351. The required consumables—including UV-curable inks, white and clear inks, primers, cleaning solutions, and maintenance components—are specifically engineered and certified by Mimaki for compatibility with this equipment. Use of non-OEM printers or consumables could result in equipment malfunction, degraded print quality, increased downtime, and potential voiding of manufacturer warranties, creating unacceptable operational, compliance, and security risks.
Accordingly, only Mimaki-manufactured equipment and authorized consumables can meet USCIS operational, reliability, and compliance requirements, supporting a sole source procurement.
USCIS is responsible for issuing mission essential cards in support of the Gold Card program.
Current card personalization equipment is inadequate to meet the volume and security standards required by recent operational changes. Delays or errors in card issuance could directly impact mission readiness and security.
OIDP is approaching a firm operational deadline by which all mission essential cards must be personalized and issued. Failure to acquire and deploy the required printer in time will result in significant operational risk, including potential delays in delivering the benefit, and non-compliance with the executive order. The UV cured, ink jet printer offers rapid, high-quality, and secure card personalization, making it the only viable solution within the required timeframe.
Given the critical mission requirements, the tight operational deadline, and the results of our market research, it is imperative to proceed with the acquisition on a sole source basis for UV cured, ink jet printer as soon as possible. This procurement will ensure uninterrupted mission support and compliance with the executive order of the Gold Card program.

The proposed procurement will utilize simplified acquisition procedures and will be awarded on a sole source basis in accordance with FAR 13.106-1(b)(1) and as specified below.
Only one source reasonably available:
☒ Other. Only one source is capable.
Rationale:
Atlantic Graphic Systems, Inc. is the only responsible source capable of providing the required Mimaki UJF-3042 MkII E Series UV flatbed printers and associated OEM consumables in support of USCIS Office of Intake and Document Production operations. Atlantic Graphic Systems, Inc.
is an authorized Mimaki distributor and service provider with the demonstrated capability to supply genuine Mimaki equipment, certified OEM consumables, and manufacturer-approved technical support required to maintain system integrity, warranty coverage, and operational continuity. The Mimaki UJF-3042 MkII E Series is a proprietary platform, and the associated inks, maintenance components, and replacement parts are specifically engineered and validated by Mimaki for compatibility with this equipment. No other source can provide this combination of manufacturer authorization, OEM-certified consumables, warranty-compliant support, and proven experience supporting Mimaki UV flatbed systems within a government production environment.
Award to any other source would risk the use of non-authorized products or services, potentially resulting in equipment malfunction, degraded output quality, voided warranties, increased downtime, and non-compliance with USCIS mission and operational requirements. Accordingly, Atlantic Graphic Systems, Inc. is the only responsible source that can meet the Government’s requirements.
