This Request for Qualifications (RFQ) is issued by the City of Norwalk, Connecticut Purchasing Department for design-build services to replace the Norwalk Police Department gates, funded by the State of Connecticut Department of Economic Community Development South Norwalk Equitable TOD Project. The project involves replacing four existing hydraulic gate systems with modern, high-speed, durable smart gate systems and expanding secured parking through fencing installation and site modifications. Specific deliverables include design drawings, specifications, construction documents, demolition of existing gates and fencing, fabrication and installation of new gates and supporting infrastructure, electrical work, testing and commissioning, and a minimum five-year manufacturer's warranty on gate systems and two-year warranty on installations. The RFQ was issued April 2, 2026, with a questions deadline of 2:00 PM April 16, 2026, electronic submission deadline of 2:00 PM April 21, 2026, and RFQ opening at 2:00 PM April 21, 2026. A non-mandatory pre-proposal walkthrough is scheduled for 10:00 AM April 10, 2026, at the Norwalk Police Department. The selection committee will evaluate submissions and may select two to three firms for interviews, followed by a cost proposal phase. Final award recommendations are anticipated June 2026, subject to City Council approval.
The project has minimum performance requirements including gates opening and closing at minimum two feet per second, 500,000-cycle maintenance-free lifespan ratings, ram-resistant design, vision and climbing deterrents, weather resistance for winter operation, and low-maintenance systems. The scope includes swing gates for South Main Street and an overhead roll-down gate for Monroe Street, with accommodations for existing key fob access, intercom systems, and emergency exit triggers. Cost proposals will include a lump sum price for design, fabrication, installation, demolition, site work, electrical work, and permitting, plus separately identified prices for Monroe Street and South Main Street gates. The project is subject to Connecticut prevailing wage requirements on the construction portion and Connecticut Department of Administrative Services contract compliance requirements including spending allocation goals of twenty-five percent for state-funded work with small business enterprises and 6.25% with minority-, women-, and disabled-owned businesses. Performance and maintenance bonds are required, and the selected contractor must comply with all federal, state, and local labor laws, insurance requirements, and prevailing wage regulations. The anticipated project schedule and completion timelines will be established between the selected contractor and the City of Norwalk.

SECTION 2 – SCOPE OF WORK / PROJECT SPECIFICATIONS
Page 23 of 104, 4486 Norwalk Police Department Gates-FINAL
2.1 Introduction
The City of Norwalk is soliciting sealed submissions from qualified design-build firms or teams to design, fabricate, and install a new high-speed, durable smart gate system and associated secured parking enhancements for the Norwalk Police Department.
The project will replace the existing four (4) hydraulic gate systems with modern, faster, and more durable gates, and expand secured parking by installing fencing and modifying site features.
The selection will be based on the firms' demonstrated experience, design approach, project understanding, proposed solutions meeting the City's criteria (speed and durability), and overall project cost.
2.2 Funding Source
Through the Norwalk Redevelopment Agency, this project is being funded by the State of Connecticut Department of Economic Community Development (DECD) South Norwalk Equitable TOD Project.
Prevailing Wages and CHRO requirements are required only on the total construction value. The design portion is not applicable.
The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. §§ 4a- 60, 4a-60g, and 46a-68b through 46a-68f.
State law requires a minimum spending allocation goal of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. § 4a-60g.
(25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAS-certified Minority-, Women-, and/or Disabled-owned Businesses.) The contractor must demonstrate good faith effort to meet the spending allocation goals.
Review SECTION 6-DAS CHRO OR OTHER GRANT REQUIREMENTS for additional information.
2.3 Background
The current hydraulic gate system at the Police Department is outdated, slow, and no longer meets operational needs. This project seeks to:
• Replace the Monroe Street entry/exit gates with a high-speed overhead roll-down gate or an alternative style which meets the required speed and durability needs.
• Replace the South Main Street gates with a modern swing gate or alternative style suitable for space constraints.
Page 24 of 104, 4486 Norwalk Police Department Gates-FINAL
• Expand secure parking by removing sections of fencing and curbing to create additional police parking spaces.
• Install 6’ black vinyl chain link fencing with black privacy slats.
• Implement necessary electrical upgrades.
2.4 Minimum Requirements
Proposals must meet the following minimum requirements:
• Opening/Closing Speed: The gate must achieve a minimum opening speed equivalent to two
(2) feet per second
• Durability: The gate system must be rated for a minimum 500,000-cycle maintenance-free lifespan, with emphasis on components capable of withstanding high-frequency daily use.
• Operational Demands: The design must accommodate frequent, rapid access for police and emergency vehicles without compromising security, reliability, or long-term performance.
• Material and Cost Considerations: While maximizing gate speed is a priority, proposals must also demonstrate a thoughtful balance between performance, material selection, and lifecycle cost. Proposers are encouraged to utilize high-performance materials and energy-efficient mechanisms where they contribute to durability and speed without exceeding reasonable cost thresholds.
Higher performance specifications are encouraged and will be evaluated favorably.
2.5 Scope of Services
The selected design-build team shall:
● Design: Prepare design drawings, specifications, and construction documents.
● Demolition: Remove existing gates, fencing, curbing, and landscaping as necessary.
● Fabrication and Installation: Install gates, fencing, and supporting infrastructure, including necessary steel frames for overhead doors if façade mounting is unfeasible.
● Electrical Work: Provide full electrical installation and integration.
● Testing and Commissioning: Conduct functional and speed tests of all gate systems.
● Warranty: Provide a minimum five(5)-year manufacturer’s warranty on gate systems and a two(
2)-year warranty on installations, including all associated components.
● Permits: Obtain all necessary permits and approvals for demolition, construction, and electrical work.
Page 25 of 104, 4486 Norwalk Police Department Gates-FINAL
2.6 Design Criteria
Proposals must address the following critical design criteria:
● Gate Function:
○ Minimum open/close speed of 2 feet per second.
○ Gate should include vision and climbing deterrents
■ Vision Deterrent: Solutions that prevent visibility through the gate and surrounding fencing to protect sensitive assets
■ Climbing Deterrent: Anti-scaling features such as pointed or angled tops
○ Must be ram resistant. Vendors must describe how their design prevents or mitigates vehicle ramming (e.g. locking shoes, reinforced structures)
○ Must accommodate existing wiring for:
■ Key fob access - utilized for both vehicular and pedestrian gates
■ Intercom systems
■ Sally port interface
■ Emergency exit trigger button - Located within the rear building entrance, there is an existing button that will trigger the gate to open so that the South Main Street gate is open by the time officers get to their vehicles
● Durability:
○ Minimum 500,000-cycle maintenance-free lifespan.
○ Gate material, design, and sensor technology must be weather resistant including rain, temperature, and wind. Current concerns with the existing gate include malfunctioning gate mechanisms in cold weather and strong winds interfering with sensors.
○ Vendors must specify operational temperature range and how performance in winter weather is ensured.
○ Must include a low-maintenance system; vendors must also provide an estimated yearly maintenance cost.
● Space Constraints:
○ Swing gates are mandatory for South Main Street access points.
○ Gate dimensions must allow for fire trucks, ambulances, and oil delivery trucks.
○ For Monroe street, if proposing an overhead roll-up gate, vendors must confirm height clearance for large vehicles and compatibility with existing canopy.
● Aesthetic Consistency:
○ New fencing and gates must match the appearance of existing perimeter infrastructure.
○ Color and design should minimize visual disruption to surrounding structures.
● Minimal Site Disruption:
○ Installation must be scheduled to minimize operational impact. Provide a phasing plan if applicable.
● Safety Features:
○ Gate systems must include:
■ Automatic reversing mechanisms
■ Obstacle detection sensors
■ Emergency manual override features
