SECTION 2 – SCOPE OF WORK / PROJECT SPECIFICATIONS

Page 8 of 28, 4483 Head Golf Professional Services at Oak Hills Park-FINAL

2.1 Introduction

This Request for Proposal (RFP) is prepared to solicit responses for a Head Golf Professional for the Oak Hills Park Golf Course located at 165 Fillow Street, Norwalk, Connecticut.

2.2 Facility Description

The Oak Hills Park Golf Course is a publicly owned golf facility where a head golf professional oversees daily golf operations. The golf course is managed by the Oak Hills Park Authority and is open to the public all year-round dependent upon weather. Oak Hills Park is in the West Norwalk section of town, and our facility includes tennis courts, a walking trail, and a full-service public restaurant, in addition to the golf course.

The golf course is a Par 71 facility and can play as long as 6,400 yards. The course typically plays 6,320 yards from the blue tees, 5,920 yards from the white tees and 5,200 from the green tees. Last year we added two hybrid combo tees of blue/white (6,150) and white/green (5,600). The hilly terrain, tight golf holes and many elevated greens make the golf course play much longer and tougher than reflected on the scorecard. The course rating is 70.4 and has a slope rating of

132. Designed by renowned architect Alfred Tull, Oak Hills Park Golf Course opened in 1969, and Connecticut Insider Magazine recently selected us as 2025 best public golf course in Fairfield County, Connecticut.

The golf course offers golf membership for discounted greens fees. In 2025, we had 1,190 members who could be either a resident or non-resident member (members). Any golfer, whether resident or non-resident, without membership, pays the full public rate (non-members). Through November 15, the course has hosted 47,000 rounds with 58% of them attributed to membership play. Walking is always permitted and pull and motorized carts are available for a fee. Oak Hills Park is leasing a brand-new fleet of golf carts (multi-year contract) for the 2026 golf season. Over the past two golf seasons we have renovated, eliminated unnecessary, and/or refurbished all our golf bunker complexes.

The Golf Shop at Oak Hills Park is available for the Head Golf Professional and is 27’ x 17’ for a total of approximate 450 square feet. The shop can attractively house golf equipment, apparel and accessories for public play purchase.

Finally, we conduct junior and women clinics, junior golf camps as well as private adult lessons by appointment during the season. We have a small private range, exclusively for golf professionals, to conduct individual and group lessons.

The range is about 150-170 yards used for chipping, pitching and bunker work. We also have hitting bays to work on longer club practice (driver, hybrids, irons) and to allow for trackman club fittings if you have such equipment.

For more information on the golf course please visit http://www.oakhillsgc.com.
