The RFI seeks Statements of Qualifications (SOQs), recommended project delivery approaches, and optional project ideas from respondents with expertise in Battery Energy Storage Systems (BESS), Virtual Power Plants (VPPs), geothermal district heating and cooling systems, and professional services including accounting, financial modeling, architectural and engineering design, energy auditing, and feasibility analysis. Responses are due March 5, 2026, by 12:00 PM ET via the City's Bonfire portal at https://cincinnati-oh.bonfirehub.com/. Questions must be submitted by February 19, 2026, by 12:00 PM ET to Jennifer Sherman at jennifer.sherman@cincinnati-oh.gov. No site visits, bidders' meetings, or award dates are specified in this informational document, as this RFI does not constitute a solicitation or offer to contract. Required submissions include a 3-5 page Statement of Qualifications addressing organizational overview, relevant licenses and certifications, experience, and capacity to deliver projects at various scales, along with recommended approaches and methodologies.

This RFI is part of Phase 1 of the Municipal Investment Fund (MIF) grant award effort and does not involve pricing requests or reimbursement for response preparation costs. The information gathered will support the City's efforts to build a network of qualified clean energy firms and advance projects aligned with the Green Cincinnati Plan and Greater Cincinnati Comprehensive Climate Action Plan. Respondents may be offered future opportunities including participation in contractor networks and workshops. The RFI data will be shared with ICLEI USA, the Coalition for Green Capital, and potentially the Cincinnati Green Bank to demonstrate investment potential and attract public and private funding. Future procurement solicitations that may result from this RFI will be subject to Cincinnati Municipal Code provisions regarding economic inclusion programs (Chapters 323 and 324) and Equal Employment Opportunity requirements (Chapter 325).

I. REQUEST

PURPOSE OF THE REQUEST FOR INFORMATION (RFI)

The City of Cincinnati ("City"), through the Office of Environment & Sustainability (OES), is issuing this Request for Information (RFI) to gather Statements of Qualifications (SOQs), recommended project delivery approaches, and optional project ideas from vendors, contractors, installers, engineering firms, ESCOs, and other project delivery partners involved in clean energy and energy-efficiency technologies.

The information gathered through this RFI will help the City better understand the expertise, capacity, and innovative approaches present among our region’s clean-energy and energy efficiency delivery partners. Our goal is to build a strong network of qualified firms who can help shape and accelerate Cincinnati’s clean energy future — and to understand how we can work together to advance projects across the region. As a result of responding, the City may connect with respondents to offer opportunities such as participation in a contractor network, workshops and training, etc.

This RFI is part of the broader Phase 1 Municipal Investment Fund (MIF) grant award effort led by the City of Cincinnati, focused on expanding market readiness, attracting public and private investment, and preparing the Cincinnati region for future clean-energy deployment opportunities. These efforts align with the energy and emissions goals and measures set forth in the Green Cincinnati Plan and the Greater Cincinnati Comprehensive Climate Action Plan.

This RFI is intended solely for information-gathering and market research purposes. It does not constitute a solicitation, request for pricing, or an offer to contract. Respondents will not be reimbursed for any costs incurred in preparing a response.
