About this file
This is a Request for Proposals (RFP) issued by Wake County Government, North Carolina, for Limited English Proficiency (LEP) language services. Wake County seeks qualified firms to provide interpretation services in multiple modalities—including over-the-phone, video remote, on-site, and in-field interpretation—during normal business hours, after-hours, and weekends, as well as written translation services, bilingual staff assessments, and LEP training services. Services will be delivered across multiple Wake County departments and municipalities. The RFP encompasses ten potential service components, including Spanish and other non-English language interpretation, American Sign Language (ASL) interpretation, video remote interpretation, written translation, bilingual employee language assessments, and interpretation and LEP training services. The County has established specific deadlines: questions and clarifications are due by March 3, 2026, at 5:00 PM; addenda will be issued by March 10, 2026; proposal responses are due by March 25, 2026, at 3:00 PM; evaluation will occur between March and May 2026; and the contract is expected to commence on July 1, 2026. The evaluation period extends through May 2026 prior to award.
Proposers must submit proposals electronically through Bonfire and include a completed Attachment A cover sheet with separate fee schedules for each service component. Fee schedules must differentiate pricing by business hours (8 a.m. to 5 p.m.), after-hours, weekends, emergencies, and holidays. On-site interpretation must include a minimum appointment time with pricing inclusive of mileage within Wake County; over-the-phone interpretation is priced per minute; video remote interpretation includes per-minute costs and applicable device fees; and written translation may be priced per page or per word. Proposals must identify staff capacity and shortest possible response times for local refugee community languages including Jarai, Karen, Hmong, Dari, and Pashto. The evaluation criteria include compliance with RFP requirements and service quality; respondent knowledge, experience, and understanding of services; demonstrated experience with similar work and client references; cost-effectiveness; qualifications of key personnel; and service schedule alignment with County needs. The RFP does not specify a total contract budget, set-asides, or incumbent vendor information. The procurement seeks to minimize the number of vendors to ensure adequate service levels across County operations.
