XII. SCOPE OF WORK
A. Background
NTMWD provides essential water, wastewater and solid waste disposal services to over 2 million residents across 10 counties in the North Texas region. NTMWD has been providing wholesale water services to communities in the region since 1956.
As these communities have grown in population, the regional water system has grown in scope and complexity to reliably meet their needs. NTMWD provides wholesale, treated water for up to 80 cities, towns, communities, special utility and water districts. NTMWD operates seven water treatment plants – over 940 MGD capacity, over 695 miles of transmission pipelines, twenty major raw and treated water pump stations, and over 80 city delivery points.
In 1972, in response to requests from the cities and communities we serve, NTMWD expanded its services to include wastewater collection and treatment. Consolidating smaller municipal wastewater plants into a regional system reduced costs for participating cities and streamlined operations. Today, the effective treatment and purification of wastewater is a key way we are helping to meet the future water needs of the region. NTMWD operates 13 wastewater treatment plants with over 163 million gallons per day (MGD) treatment capacity, 10 interceptor systems with over 240 miles of large diameter pipelines, and 24 lift stations.
In 1979, again due to customer requests, NTMWD expanded its services to include solid waste disposal. Participating cities collect and deliver municipal solid waste to one of NTMWD’s three transfer stations or the landfill located in Collin County. From the transfer stations, staff transport the waste to the regional landfill. NTMWD operates three transfer stations and processes 3,295 combined permitted tons daily resulting in over 1 million tons/year accepted at the landfill.
Interested contractors are encouraged to visit http://www.ntmwd.com to gain familiarity with the nature of NTMWD facilities that may be serviced by this request for qualifications.
B. Project Overview Through this RFQ process, NTMWD intends to complement its current shortlist of process control system integrators (PCSI) to participate in new projects at any of the NTMWD facilities. Also, the shortlisted firms shall be listed in the bid documents for Capital Improvement Plan (CIP) projects.
The shortlisted firms may be asked to complete work that involves a variety of trades including, but not limited to: Instrument installation, instrument verification, instrument calibration, instrument repair (including identifying replacement equipment, generating bill of material lists, ordering equipment, and replacing equipment), troubleshooting loops, programming human-machine interface (HMI) servers / workstations, programming programmable logic controllers (PLCs), providing/configuring/installing telecom equipment (radios, etc.), programming operator interfaces, providing operational technology (OT) support services, including networking and cybersecurity, and occasionally providing information technology (IT) support functions.
It is expected, but is not guaranteed, that firms will have several opportunities a year to complete operations projects for which firms qualify through the RFQ process.
