About this file
This is a specification document for Bid Request No. 26-0049 issued by the City of Sioux Falls Water Purification Division in South Dakota for the purchase of one new and unused submersible sludge pump unit. The pump is intended to replace one of three original sludge pump units currently in operation since 1972 at the Sioux Falls Water Purification Plant located at 2100 North Minnesota Avenue. The pumping unit must be complete with pump, reduction gear, AC motor, belts, base plate, and all necessary accessories for full functionality. Acceptable pump types are either rotary lobe or progressing cavity designs. Bidders are strongly encouraged to conduct field verification and site visits prior to bid closing, with contact recommended at least one week before the deadline through the Water Purification Plant Maintenance Supervisor (Gregg Tiehen) or Water Superintendent (Chris Myers) at 605-373-6940. The specification document establishes technical requirements, materials, design conditions, and submittal requirements but does not specify a bid closing date, award date, or contract term in the provided content.
The pump must be designed to handle liquid with minimum solids content of 3 percent, maximum of 30 percent, and average of 10 percent from a common final sludge pit, drawing through an 8-inch suction line and discharging through a 6-inch line. The unit requires an AC motor rated at 3-phase, 460-volt power supply with inverter-duty rating, TEFC enclosure, and capability for 24-hour continuous service. All components must be new, and a two-year warranty is required from the date of start-up. Delivery terms are FOB to the Sioux Falls Water Purification Plant with coordination required prior to arrival. The successful bidder must provide a qualified representative to review system assembly and initiate start-up, while the City will assume responsibility for installation. Bidders must submit complete equipment lists, price lists for replacement parts, operating and installation instructions, recommended maintenance tools, and references from at least two water utilities currently using similar system components. The contract will be awarded to the lowest responsible bid meeting all specification requirements.

Bid Request No. 26-0049 Specifications for the Purchase of a Submersible Sludge Pump Unit
1.0 Intent:
It is the intent of these specifications to provide for the purchase of one (1) new and unused Submersible Sludge Pump Unit.
A contract will be awarded to the bidder submitting the lowest responsible bid meeting the requirements of the specifications.
2.0 Equivalent Product:
Bids will be accepted for consideration on any make or model that is equal or superior to the unit specified. Decisions of equivalency will be at the sole interpretation of the City of Sioux Falls Water Purification Division. A blanket statement that equipment proposed will meet all requirements will not be sufficient to establish equivalence. Original manufacturer’s brochures of the proposed unit are to be submitted with the proposal.
All modifications made to the standard production unit described in the manufacturer’s brochures must be certified by the manufacturer and submitted with the bid, or the bid will be deemed “nonresponsive” and rejected without further review. Bidder must be prepared to demonstrate a unit similar to the one proposed, if requested.
3.0 Single Bid Response
If only one bid is received in response to the invitation for bids, a detailed cost proposal may be requested of the single offeror. A cost/price analysis and evaluation and/or audit may be performed of the cost proposal in order to determine if the price is fair and reasonable.
4.0 Interpretations
In order to be fair to all bidders, no oral interpretations will be given to any bidder as to the meaning of the specification documents or any part thereof. All requests for interpretation shall be made in writing to the City Purchasing Division. Based upon such inquiry, the City may choose to issue an addendum. All addendums must be acknowledged or your bid may be rendered incomplete.
5.0 Scope:
The City of Sioux Falls is requesting bids to replace the sludge pump unit located at the Sioux Falls Water Purification Plant, 2100 North Minnesota Avenue, Sioux Falls, SD 57104.
6.0 Background:
The existing sludge pump system dates back to 1972 and is made up of three like units. This bid will supply one complete pumping unit to replace one of the remaining original units. The pumping unit shall be complete with pump, reduction gear, AC motor, belts, base plate, and other accessories specified and/or required for a complete functioning unit. Acceptable pumping units will be either rotary lobe or progressing cavity.

7.0 Overview:
Bidder shall be responsible for selecting and sizing the sludge pump system to fit within the existing space constraints. Field verification by the bidders is recommended. Potential bidders may contact the Water Purification Plant Maintenance Supervisor, Gregg Tiehen, or the Water Superintendent, Chris Myers, at 605-373-6940. Site visits and field verifications must be completed prior to the bid closing, and it is strongly recommended that the bidder make contact at least a week prior to the bid closing.
The supplied pump will need the capacity to draw a liquid in a suction lift condition. The pump shall have the capacity to pump a liquid with a minimum solids content of 3 percent, a maximum of 30 percent, and an average of 10 percent solids from a common final sludge pit. Sludge shall be drawn through an 8" suction line and discharged through a 6" line with a check valve. All pipe fittings necessary to connect the pump to the existing plant piping will be included in the bid.
All parts of the pump, gear, and motor shall be suitably designed and constructed of proper materials for continuous, quiet operation at maximum and soft-start speeds, without undue strain or overheating, and with only the standard preventative maintenance work done as recommended by the manufacturer. Since this is a self-priming, valveless, positive displacement pump, it shall be fitted with bypass pressure reliefs off the existing 4" rupture type or an improved mechanical design that will relieve pressure at or below 150 psi.
The pump shall be driven by an AC motor, 3-phase, 460-volt power supply, inverter-duty rated motor.
The motor shall be furnished as an integral part of the drive system. It shall be specially insulated and designed for operation in a highly humid environment, with a TEFC enclosure nameplate rating. It shall be suited for continuous operation without the need for external cooling.
All equipment shall be designed and built for 24-hour continuous service at any and all points within the specified range of operations without overheating, without cavitation, and without excessive vibration or strain.
8.0 Conditions:
All equipment, options, and features provided must be designed, constructed, and installed to be fully suitable for their intended use and service. All components must be new.
In addition to the specifications noted, the pumping unit shall be equipped with all standard equipment as specified by the manufacturer for this model. The bidder shall not remove any standard equipment from the machine supplied under this contract.
If necessary to bid alternate equipment or to take exceptions to the specifications as set forth, this must be so stated in the bid using “Comply” or “Does Not Comply” and “Deviation from Specifications.” Bidder must submit these specifications and product literature with their bid. The information will be used in rating the bids.

Unless otherwise stated, the use of a manufacturer’s name and product numbers are for descriptive purposes only and for establishing general quality levels only. They are not intended to be restrictive.
Bidders are required to state exactly what they intend to furnish; otherwise, it is fully understood that they shall furnish all items, as stated.
The successful bidder shall be responsible for delivery of the pumping unit to the City of Sioux Falls that is properly serviced, clean, and in first-class operating condition.
9.0 Submittals:
One complete list of equipment including, but not limited to, pump, driver, etc, to be supplied that will allow successful operation of the bid system.
The suggested method and hardware required and supplied for proper pressure relief of the pump.
Power requirements related to all bid items.
One complete price list of replacement parts and complete name, address, and phone number of the supplier or suppliers.
One set each of operating and installation instructions.
A list of recommended tools required to perform routine PM service along with major dismantling for overhaul repair.
Contact information for at least two water utilities that are currently using the major components of the system.
Submittals shall be considered in evaluating the bids.
10.0 Inspection and Start-Up:
The successful bidder shall provide a fully qualified and experienced representative to review system assembly per written instructions and initiate system start-up. Note: City Water Purification staff will be responsible for system installation.
