About this file
This is a sealed bid specification and contract document for the West Manheim Township Board of Supervisors, York County, Pennsylvania, for the 2026 Street Improvements - Mill-in-place/Reclaiming project (MS-944). The project involves milling-in-place and reclaiming of existing roadway on Leppo Mill Road (T-510), approximately 3,025 feet long by 22 feet average width, beginning at the intersection with Grand Valley Road (T-511) and ending at the intersection with Impounding Dam Road (T-513). Work includes placement of 2A stone at 2 inches average depth over the existing roadway surface, milling-in-place/reclaim to 6 inches depth, re-grading to provide 2 percent cross-slope from centerline, and compaction with a minimum 20-ton vibratory roller. The contract consists of two bid items: Item 1 covers placement of 7,400 square yards of 2A stone at 2 inches average depth, and Item 2 covers mill-in-place/reclaim of 7,400 square yards to 6 inches depth. Sealed bids are due by 9:00 A.M. on Thursday, April 2, 2026, via the PennBid electronic bidding platform at https://pennbid.bonfirehub.com, with public opening and reading occurring at the same time. The contract period runs from May 1, 2026 to July 31, 2026, with all work to be completed within 92 calendar days of the Notice to Proceed. No pre-bid meeting will be held. The successful bidder will be the lowest responsible bidder based on the combined low total for bid items 1 and 2.
A bid bond or certified check in the amount of 5 percent of the maximum bid, payable to West Manheim Township, must accompany each bid. The project is not subject to the Pennsylvania Prevailing Wage Act. Successful bidders must furnish Performance and Payment Bonds with suitable surety, Workmen's Compensation Affidavits, and Certificates of Insurance with minimum coverage limits of $1,000,000 for commercial general liability and automobile liability. The 2A stone will be provided by the Township and stockpiled at 1941 Baltimore Pike; the contractor is responsible for loading, hauling, and installation labor and equipment. Contractors are responsible for all temporary traffic control in accordance with PennDOT Publication 213, with costs incorporated into bid items and no separate payment made. Liquidated damages of $870.00 per calendar day apply for work not completed within the 92-calendar-day period. All materials and workmanship must comply with PennDOT Publications 408 and 447. The contractor must furnish delivery tickets for all materials and submit itemized invoices and completed MS-NCP Notice of Completion forms upon project completion. West Manheim Township reserves the right to accept any bid, reject any or all bids, and reduce quantities or eliminate projects to meet available finances without providing additional or compensatory charges to the successful bidder.
