2026 Road Improvements Project
This is a Proposal and Contract document for the Weissport Borough, located in Carbon County, Pennsylvania, for road improvements scheduled for 2026. The project involves bituminous paving work on White Street with three options: a base bid covering the segment from Forge Street to Lime Street (2,694 square yards), and two alternates covering Lime Street to Mill Street (2,639 square yards) and Park Street to Forge Street (2,306 square yards). Work includes milling of bituminous surfaces at a 2-inch depth, installation of Superpave WMA Scratch/Leveling Course, and Superpave WMA Wearing Course, all materials to comply with PennDOT Publication 408 specifications. Sealed proposals must be submitted via PennBid by 1:00 p.m. on May 27, 2026, with public opening and reading scheduled for approximately 7:00 p.m. on June 1, 2026, at the Borough Council's work session. No pre-bid meeting is scheduled; however, a mandatory pre-construction meeting is required, which the contractor must schedule with the municipality at least five calendar days prior to the project start date of June 16, 2026 at the earliest. All work must be completed by October 31, 2026, with liquidated damages assessed at $885.00 per calendar day for delays beyond this date.
Bidders must submit a certified check or bid bond equal to 10 percent of the total bid amount and provide proof of PennDOT prequalification for Work Class Code "F" Bituminous Paving. The successful bidder will be required to provide Performance and Payment Bonds each in the amount of 100 percent of the awarded contract price within 20 calendar days of award. The project is subject to Pennsylvania Prevailing Wage Act requirements; however, the municipality intends the estimated contract cost to remain under $100,000.00. If the final cost exceeds this threshold, Pennsylvania Prevailing Wage rates will apply. The municipality reserves the right to accept or reject any and all proposals or portions thereof and may delete project sections depending on budgetary constraints. Additional requirements include submission of an Anti-Collusion Affidavit, proof of CDL Drug and Alcohol Compliance testing participation, Commonwealth of Pennsylvania Public Works Employment Verification Form completion, and Certificate of Insurance naming the municipality and Hanover Engineering Associates, Inc. as additional insured parties.
