About this file
The Beaufort-Jasper Water and Sewer Authority (BJWSA) has issued a Request for Qualifications (RFQ) for Financial Advisor Services, soliciting proposals from qualified firms with significant experience in municipal financial advising. The RFQ seeks a financial advisor to provide services for future debt issues and ongoing financial management for three fiscal years ending June 30, 2026, 2027, and 2028, with an option to extend the contract for two additional fiscal years through June 30, 2030. The proposal is due on October 3, 2025, at 2:00 PM, with an anticipated intent to award date of November 20, 2025. The selected firm will be responsible for advising on bond market conditions, managing debt issuance transactions, facilitating debt structure and marketing, assisting with bond ratings, and providing comprehensive financial advisory services.
The RFQ outlines a comprehensive evaluation process with a total of 100 possible rating points, focusing on four key criteria: company experience with water and sewer revenue bonds (35 points), staff qualifications and experience (35 points), experience with crafting and reviewing financial policies (15 points), and a short explanation of why the firm should be selected (15 points). BJWSA serves approximately 70,000 water customers and 54,000 wastewater customers across incorporated areas of Beaufort and Jasper Counties, including the cities of Beaufort, Hardeeville, and towns of Bluffton and Port Royal. Proposing firms must submit qualifications electronically through the Bonfire Procurement Platform, with a maximum 25-page submission limit, and are required to disclose any potential conflicts of interest with BJWSA employees and board members.
