Specifications reference PennDOT Publication 408 Sections 470 and 482 for seal coat and slurry seal standards.
Each bid must be accompanied by bid security equal to ten percent of the bid price in the form of a certified check, bank check, or bid bond meeting PennDOT Publication 408 requirements. The successful bidder must furnish performance and payment bonds each equal to the full contract price and must be PennDOT prequalified per Publication 408 Section 102. Bidders must demonstrate qualifications by listing completed bituminous seal coat and Type 2 slurry seal contracts from the prior year. The contractor must obtain and maintain comprehensive insurance coverage with minimum limits of $1,000,000 per occurrence for general liability, $1,000,000 combined single limit for auto liability, and workers' compensation coverage, with Upper Macungie Township, PennDOT, and the project engineer listed as additional insureds. Contractors and subcontractors must comply with the Pennsylvania Public Works Employment Verification Act (SB 637) by utilizing the EVP system to verify employment eligibility of all new employees.
