Justification and Approval (J&A) for Other Than Full and Open Competition

March 2018 FOR OFFICIAL USE ONLY Page 4 of 6 fielding. Because current operational needs require continuing support for fielded OCS equipment, minor delays can have significant mission impacts. Engineering, testing, producing and delivering a viable alternative to Fully Operational Capability would require , based on past experience. No other source could provide immediate support for the currently fielded units nor could another source immediately field a new interoperable solution which could enable SW operators to perform their mission. A new source would require time for development, testing, manufacture and training before it could be fielded.

Accordingly, BDAT is the only firm capable of providing the supplies and services described in Section III above without USAF experiencing substantial duplication of costs that could not be expected to be recovered through competition and without experiencing unacceptable delays in fulfilling the USAF's requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The relevant market research for this effort was accomplished as a subpart of the ongoing SE&I contract effort. On 26 Oct 2018, AFLCMC/WISN posted a Sources Sought Synopsis (SSS) to FedBizOps to identify prospective vendors for the purchase of SE&I supplies and services. A total of 15 responses to the SSS were received from potential SE&I vendors. As a result of the many SSS responses, the Program Office held pre-solicitation conferences after posting draft PWS/SOW. A total of 20 potential SE&I vendors attended the Industry Days. The SE&I market research eventually drove the need for this two year contract extension. This follow on action requires a Notice of proposed Contract Action (NOCA) IAW FAR 5.201. NOCA was publicized on 4 May 2020. There were no responses to the NOCA.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The AFLCMC/WISN Contracting Officer anticipates that the final price to the Government will be fair and reasonable. The basis for this determination are (1) the qualitative and quantitative aspects of the Contractor's proposal will be technically evaluated by the program office functional experts; (2) field pricing and technical support will be obtained as necessary and used with cost analysis in preparation for negotiating the price of this acquisition; (3) on-site fact finding and Defense Contract Management Agency (DCMA) audits will be performed as necessary; (4) the assistance of other AFLCMC personnel will be utilized to provide guidance and assistance to allow the Contracting Officer to conclude negotiations at a fair and reasonable price; (5) price analysis will be conducted comparing the proposed prices found reasonable for recent purchases for this support and (6) the Contractor will be required to submit certified cost and pricing data.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the SE&I acquisition, which is planned to combine the SWAK M2M and OCS Programs, in order to notify industry of the pending acquisition, and to solicit inquiries from interested parties. Specifically, the Program Office conducted market research through FedBizOps utilizing SSS and pre-solicitation conferences, industry meetings and draft PWS/SOW.

The program office plans on standardizing interfaces, including Leveraging Modular Open Systems Architecture techniques, so that subcomponents of the OCS system can be competed. This will help the government drive down cost in the future, have a modular system that can be incrementally upgraded, and encourage competition.
