About this file

This is a Statement of No Bid form issued by the City of Lubbock, Texas, Purchasing and Contract Management Department for the 2026 Concrete Replacement project. The form is designed for vendors who have chosen not to submit a bid on the City's competitive sealed bid solicitation for concrete replacement related to various street maintenance projects. The document provides vendors with a standardized mechanism to communicate their decision and the reasons for declining to bid, which may include specifications deemed too restrictive or unclear, insufficient time to prepare a response, lack of product or service offerings, scheduling constraints, inability to meet specifications, project scope concerns, bonding or insurance limitations, or other business considerations.

The form requests detailed company information from the declining vendor, including company name, address, contact person, title, telephone number, facsimile number, and internet address. Vendors are instructed to complete and return the form prior to the bid receipt deadline to Marta Alvarez, Director of Purchasing and Contract Management, at the City of Lubbock's mailing address. The submission of this form allows the City to track bidder participation patterns and gather feedback on procurement practices, while enabling vendors to maintain their standing on the bidders list for future City solicitations, particularly if they remain interested in specific product or service categories.
