Request for Information Prince George’s County Brown Station Road Sanitary Landfill
Free Acceptance of Material to be Repurposed as Landfill Cover Material
Purpose
The Maryland Environmental Service (the Service) is distributing this Request for Interest (RFI) on behalf of Prince George’s County (the County) to solicit interest from parties seeking to deliver clean fill material to the Brown Station Road Sanitary Landfill (BSRSL) and neighboring Barger Tract storage area that can be repurposed as landfill daily cover, intermediate cover, and final cover. The material must meet MDE requirements for cover soil acceptance at BSRSL.
Responses to this RFI do not guarantee material acceptance. Material may be accepted from multiple parties.
Background
The BSRSL is a municipal solid waste (MSW) landfill owned and operated by Prince George’s County. This facility, which first opened in 1968, accepts municipal solid waste from County citizens, residents, and local businesses. The landfill is permitted by the Maryland Department of the Environment (MDE). Disposal Area A encompasses approximately 150 acres and is closed and capped. Disposal Area B encompasses approximately 140 acres and began receiving MSW in 1992. Area B is the only disposal area currently accepting MSW at BSRSL. An Area C expansion, located between Areas A and B, is currently in progress.
The Barger Tract is an additional stockpiling area for the County. This area is permitted by Prince George’s County Department of the Environment.
Pre-Proposal Conference A Virtual Pre-Proposal Conference will be held on January 23, 2026 @ 11:00 AM Local Time, Click this link, to join the Conference. All prospective Offerors are encouraged to attend in order to facilitate better preparation of their Proposals.
If there is a need for sign language interpretation and/or other special accommodations due to a disability, please notify the Procurement Officer as soon as possible. MES will make a reasonable effort to provide any such special accommodation.
Site Location / Site Visit The BSRSL is located at 3500 Brown Station Road, Upper Marlboro, Maryland. The meeting point is the parking lot. Pre-Register your attendance by emailing your name, company and contact information to Procurement@menv.com
The Barger Tract is located behind Prince George’s County Convenience Disposal Center at 3501 Brown Station Road, Upper Marlboro, Maryland on the opposite side of Brown Station Road from the landfill.
Material Classification For the purposes of this RFI, material shall be classified as daily cover, intermediate cover, or final cover material. The following excerpt from Prince George’s County Refuse Disposal Permit defines the classifications for landfill daily cover, intermediate cover, and final cover material.
Daily Cover:
A uniform compacted layer of clean earth at least 6 inches in depth, or an approved cover https://teams.microsoft.com/l/meetup-join/19%3ameeting_Y2U1ZDk2ZDktM2M1YS00YjRkLTk5NGUtYWNlZDk5ZWE2MzM0%40thread.v2/0?context=%7b%22Tid%22%3a%224c44e1cf-7dae-454f-a18f-c18a6a12f9d7%22%2c%22Oid%22%3a%22d3bad395-1acb-411f-bc36-bcaf14eab36b%22%7d https://teams.microsoft.com/l/meetup-join/19%3ameeting_Y2U1ZDk2ZDktM2M1YS00YjRkLTk5NGUtYWNlZDk5ZWE2MzM0%40thread.v2/0?context=%7b%22Tid%22%3a%224c44e1cf-7dae-454f-a18f-c18a6a12f9d7%22%2c%22Oid%22%3a%22d3bad395-1acb-411f-bc36-bcaf14eab36b%22%7d material of a thickness specified by the Department, shall be placed over exposed solid waste by the end of each day's operation, or more frequently as may be determined by the Department. To meet approval, the cover material may not:
1. Contain free liquids, putrescibles, or toxic materials. Moisture that is present in the cover material solely as a result of precipitation is not free liquid;
2. Create a dust or odor problem;
3. Attract or harbor vectors; and
4. Impede compaction of wastes by standard landfill equipment.
Intermediate Cover:
A uniform, compacted layer of clean earth not less than 1 foot in depth shall be placed over each portion of a lift not later than 1 month following completion of that lift. The intermediate cover layer may not be removed without written authorization from the Department.
Final Cover:
1. A uniform compacted layer of earthen material not less than 2 feet in depth shall be placed over any part of the final lift of refuse not later than 90 days following completion of that final lift.
2. Areas which have received final cover shall be mowed at least once a year, or more often if necessary, to control growth of woody vegetation and to allow facility personnel to inspect for signs of erosion, settlement, ponding of water, and leachate seeps.
