About this file
The document is a Request for Proposals (RFP) issued by the Maryland Environmental Service (MES) for a comprehensive compensation study. The RFP seeks a qualified consultant to conduct a detailed review of all MES position classifications, including job descriptions, with the goal of ensuring hiring rates and salary ranges remain competitive within the surrounding labor markets. The project aims to maintain MES's classification and compensation systems to attract and retain highly qualified staff across the organization. The contract will have a six-month duration from the Notice to Proceed, with the final report due no later than April 2026. The RFP was issued on September 18, 2025, with proposals due on October 16, 2025, at 1:00 PM local time. There is no pre-proposal conference or site visit scheduled, and MES intends to make a single award based on the proposal evaluation.
The pricing structure involves a lump sum price for the entire project, with two main components: an all-staff compensation study and a salary structure review. The RFP indicates there is no Minority Business Enterprise (MBE) subcontractor participation goal, and living wages are not required for this contract. The evaluation will be conducted by a committee using a 100-point scoring system that considers the firm's background and experience (30 points), methodology (40 points), references (10 points), and pricing (20 points). The contract will be awarded to the most advantageous proposal considering price and evaluation factors. Offerors must submit both technical and price proposals electronically through the MES Procurement Portal, and they are encouraged to provide references, financial statements, and other supporting documentation to demonstrate their capabilities.
