Pike Street Mid-Block Crosswalks Project Technical Specifications
This is a technical specifications document for the Borough of Canonsburg in Washington County, Pennsylvania, detailing infrastructure improvements to three mid-block crosswalks across Pike Street. The project encompasses concrete pavement demolition, pedestrian crossing signal upgrades, ADA-compliant curb ramp construction, concrete sidewalk and curb replacement, full-depth asphalt pavement restoration, thermoplastic line striping, and installation of wireless solar-powered rectangular rapid flashing beacon (RRFB) assemblies at three locations: near the Post Office at 125 W. Pike Street, near Rusty Gold Brewing at 43 W. Pike Street, and near the Canonsburg Senior Center at 30 E. Pike Street. The base bid includes demolition of existing concrete crosswalk pavement with excavation to approximately 15 inches depth, removal and disposal of existing signage and equipment, removal of parking meters and line striping at the Post Office location, asphalt milling and multi-layer asphalt restoration (base, binder, and wearing courses), installation of new utility-mounted RRFB assemblies with solar panels and controllers, construction of ADA curb ramps with detectable warning surfaces, and record document preparation. The contract requires completion within 60 calendar days from issuance of the Notice to Proceed, with sealed bids due May 29, 2026, at 10:00 AM via PennBid at https://pennbid.bonfirehub.com.
The specifications require compliance with Pennsylvania Department of Transportation (PennDOT) standards and publications, including PennDOT Publication 408 (Specifications) and related standards for roadway construction, traffic control, and materials. Contractors must provide performance bonds, maintain traffic control throughout the project with at least one 12-foot lane open during construction and two 10-foot lanes during non-construction periods, coordinate with utility companies with minimum 10-day advance notice, conduct preconstruction video documentation, and maintain erosion and sediment controls at no additional cost. All materials, labor, and equipment for demolition, excavation, backfill, dust control, cleaning, restorations, site clearing, and construction layout are to be included in the unit price bids rather than as separate pay items. Asphalt milling is measured in square yards and payable per square yard, while concrete curb ramps, concrete sidewalk restoration, concrete curb restoration, ADA ramp detectable warning surfaces, and RRFB assemblies have specific measurement and payment terms. The contractor bears responsibility for quality control, core testing of asphalt materials, 24-month warranty on asphalt work, utility coordination and damage prevention, and verification of underground utility locations through PA One Call notification at least 72 hours prior to excavation. All bid documents are available at no cost through PennBid.
