About this file
This is a Justification for Other Than Full and Open Competition (OFTOC) memorandum for a succeeding lease action by the U.S. General Services Administration (GSA), Region 4 & 6 Leasing Division, on behalf of the Social Security Administration (SSA).
The GSA seeks to negotiate a 10-year succeeding lease for 8,304 ABOA/9,550 rentable square feet (RSF) of office and related space at 3149 Perimeter Park Boulevard, Valdosta, Georgia, commencing November 1, 2025, without conducting full and open competition. The current lease (LGA60096) expires October 31, 2025. The estimated annual rental cost is undisclosed (redacted), with a total contract value over the 10-year term also redacted. The facility must be located within a walkable distance of public amenities to meet SSA's mission requirements. The justification invokes 41 U.S.C. 3304(a)(1) (sole source authority), implemented through GSAR 570.402, citing potential substantial duplication of costs and relocation expenses that would not be recovered through competition. The government would incur move and replication costs, and relocation would disrupt SSA operations. Existing tenant improvements would be leveraged, avoiding rebuilding costs that would require supplemental Renovation with Authority (RWA) funding.
Market research conducted by PBS using CoStar on May 7, 2024, identified zero alternative locations meeting agency requirements within the delineated area. The GSA advertised the opportunity on SAM.gov's Contract Opportunities domain for 20 days on July 11, 2024, and conducted additional market research through a GLS Plus Contractor. Only the incumbent lessor expressed interest in writing. Recent rental rates in Valdosta range within a specified market band (redacted), and the proposed rental rate is deemed fair and reasonable. The Lease Contracting Officer (Jeremy Walker) and Leasing Specialist (Jason Lichty) certified the justification's accuracy on the revised date of October 23, 2023.

Revised 10-23-2023
9. LIST OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THE
ACQUISITION.
Incumbent Lessor
10. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION.
There are no systemic barriers to competition. If the agency has a continuing need for space upon lease expiration, GSA will follow all authorities, regulations and policies applicable to lease acquisition. Should there be remaining useful life in the Government’s tenant improvements, the Government will consider the cost of moving from the existing location, and the cost to build out new space when deciding whether to undergo a competitive action.
Additionally, objective scrutiny will be given to the customer agency’s mission and security requirements (if applicable) to eliminate unnecessary agency space requirements that may be deemed unduly restrictive.
11. CONTRACTING OFFICER CERTIFICATION.
By signature on this Justification for Other than Full and Open Competition, the GSA Lease Contracting Officer certifies that the award of a succeeding lease of 9,550 RSF is in the Government’s best interest and that this Justification is accurate and complete to the best of the GSA Lease Contracting Officer’s knowledge and belief.
