About this file
This is an Exhibit B Budget Detail and Payment Provisions document for a contract between the California Natural Resources Agency (CNRA) and a contractor supporting the development of the stewardship section of the 2027 Pathways to 30x30 Annual Report. The contract requires the contractor to synthesize research, analyze data, document best practices, evaluate benefits, and outline strategies to strengthen stewardship of conserved lands in support of California's 30x30 conservation goals. The contractor will also conduct community outreach to conservation leaders and underserved communities, and coordinate closely with the CNRA Tribal Affairs Unit to ensure tribal stewardship components are integrated into the Report.
The contractor shall invoice CNRA monthly in arrears upon satisfactory completion of services, submitting invoices by email in PDF format to cnrainvoices@resources.ca.gov. Payment will be made in accordance with Government Code Chapter 4.5, Section 927, with all costs computed according to State Administrative Manual Sections 8752 and 8752.1. The budget includes line items for labor, engagement and meeting costs, direct costs, travel, indirect costs, and subcontractors. Travel and per diem reimbursements follow California Department of Human Resources rates for non-represented state employees, with mileage reimbursed only for trips exceeding 50 miles one-way and requiring prior CNRA approval. The contract is contingent upon sufficient appropriation by the Budget Act, and CNRA reserves the right to cancel or amend the agreement if funding is reduced or deleted for the program.

E. Please also see http://www.calhr.ca.gov/employees/Pages/travel-rules-excluded.aspx for complete details.
F. Foreign Travel Per Diem Allowances
1. The foreign travel per diem allowances provide for lodging, meals, and incidental expenses when an employee is on temporary duty to a foreign location. While the Office of Allowances is responsible for setting foreign per diem rates, per diem travel policy, both foreign and domestic, is governed by the Federal Travel Regulation (FTR) and not by the DSSR. Employees should check their individual agency's implementing regulations also. The FTR can be found on the General Services Administration's website at http://www.gsa.gov/perdiemrates.
