About this file
This document is a Single/Sole Source Justification for a Succeeding Lease Acquisition under Lease Number GS-04P-LAL01669 with Project Number 0AL2088. The General Services Administration (GSA) currently leases 1,044 Rentable Square Feet (RSF) with a Common Area Factor (CAF) of 1.16 yielding 900 ABOA square feet located in Birmingham, AL for the . The current lease expires on March 31, 2024, and approval is requested to negotiate a Succeeding Lease with the incumbent lessor for continued occupancy without full and open competition.
The GSA Leasing Specialist conducted a market survey using CoStar, which identified 25 potential buildings in Birmingham, AL. However, the incumbent lessor is considered uniquely qualified as the space is immediately available and already constructed to meet the Agency's requirements, thereby avoiding relocation costs, disruption, and initial build-out expenses. The projected rental rate of $ falls within the expected market range, and the Contracting Officer has determined that the Government could not expect to recoup the costs to relocate this Agency through full and open competition.

3. DESCRIPTION OF EFFORTS TO SOLICIT AS MANY SOURCES AS PRACTICAL:
The Leasing Specialist requested a Costar report. The search results provided 25 buildings in Birmingham, AL.
However, the incumbent lessor is uniquely qualified as the space is immediately available and is already constructed to meet both Agency requirements for the short term and with no disruption or associated moving costs. The benefit to remain in the space is to save relocation costs, disruption, and initial build out cost.
4. COST BENEFIT ANALYSIS IF APPLICABLE (insert from lease decision tool, if not applicable N/A):
See attached
5. CONTRACTING OFFICER CERTIFICATION AND DETERMINATION THAT THE ANTICIPATED COST
WILL BE FAIR AND REASONABLE:
The projected rental rate of $ would fall within the expected market range. In accordance with GSAM 570.402, the Government may enter into a sole source action for continued occupancy when it is beneficial to the Government. In this event, a reasonable review by the Contracting Officer has determined that the Government could not expect to recoup the costs to relocate this agency through full and open competition. GSA plans to pursue this lease as it is under the SLAT Threshold at $ per annum.
