About this file
This document is a pre-proposal/bid presentation PowerPoint for the Southwest Ohio Regional Transit Authority (SORTA), also known as Metro, seeking a consultant to develop and conduct operator recruiting and retention focus groups. The project involves planning, coordinating, and executing six focus groups with current operators at different career stages, segmented by tenure, age, gender, and race. Each group will have 4-5 participants and last up to 120 minutes, with sessions to be held in-person at a research facility. The RFP was released on August 14, 2025, with a pre-proposal meeting on August 26, 2025, and proposals due by September 11, 2025, at 2:30 pm. The contract is a firm fixed-base arrangement to be completed in Q3, with no specified renewal options.
The evaluation criteria are weighted as 45% for project approach, 32.5% for firm and staffing qualifications, and 22.5% for price. While no specific small business goal has been established, SORTA expects vendors to make good faith efforts to utilize certified small businesses. The vendor will be responsible for participant recruitment, scheduling, developing discussion guides, conducting focus groups, and providing a comprehensive final report with actionable recommendations. SORTA will support the project by providing operator contact lists, background documentation, and timely feedback. The ultimate goal is to gather insights to inform recruitment, onboarding, and retention strategies for transit operators, with the potential for presenting findings to SORTA's Executive Leadership Team or Board of Trustees.
