About this file

This Statement of Work outlines requirements for underwater propeller cleaning, polishing, and inspection services for the USNS Charles Drew (TAKE 10) at MH-GUAM. The work involves cleaning and polishing one fixed-pitch propeller (6.5m diameter, 5 blades), cleaning one rudder, and cleaning the underwater hull. The ship's specifications include a 210m length overall, 199.55m length between perpendiculars, and 32.2m beam.

The contractor must conduct a pre-dive planning meeting with key stakeholders to discuss communications, emergency procedures, water clarity, and work duration. Specific cleaning methods are prescribed, including hand-cleaning with plastic/hardwood scrapers and powered cleaning processes using approved materials like nylon brushes, with restrictions near blade edges and sensitive areas. The work requires inspection of all propeller components for damage or defects. Due to ammunition operations at Kilo Pier, the diving company must provide their own dive boat. The known source for this work is Mako Pacific Divers, LLC in Hagatna, Guam.

5.1 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22, 23, 24, 28, and 29.

5.2 The contractor and all subcontractors regardless of tier are advised to review other work items under this contract, Many of the definitions relating to performance of this work item are found in Work Item 001.

5.3 THIS SHIP CONTAINS HIGH VOLTAGE (HV) ELECTRICAL SYSTEMS. OBEY ALL POSTED AND VERBAL INSTRUCTIONS REGARDING SAFETY AND EXCLUSION FROM HIGH VOLTAGE AREAS. AT NO TIME APPROACH, WORK ON, OR ENTER A HIGH VOLTAGE AREA WITHOUT PROPER AUTHORIZATION.

5.4 THE T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK, AND WHITE. ASSUME ALL ELECTRICAL CABLES ARE ENERGIZED UNTIL TESTED AND PROVEN OTHERWISE. TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DE-ENERGIZED PRIOR TO WORKING ON THE ITEM.

5.5 Per SMS Procedure 2.2-017-ALL Shipboard Energy Efficiency Management Plan (SEEMP) requires a complete underwater hull and propeller inspection every six (6) months and hull/propeller cleaning if necessary.

5.6 Inspection intervals should coincide with in-port periods but may be extended past the six (6) month time frame based on the ship’s scheduling.

6.0 QUALITY ASSURANCE REQUIREMENTS: None additional

7.0 STATEMENT OF WORK REQUIRED

7.1 Coordinate with ship’s force to have associated equipment locked and/or tagged out per ship’s lock out/tag out policy. When the maintenance is complete, coordinate with ship’s force to have associated equipment unlocked and/or tagged in per ship’s lock out/tag out policy.

7.2 Conduct a Pre-Dive Planning Meeting with the Diver’s Representative, Master, Chief Engineer and OMT REP. The meeting agenda and discussion covers, at a minimum:

7.0 Confirm there is no record or indication of abnormal deterioration or damage to underwater body, propeller, rudder, stern frame, stern seal, underwater structure, or sea valves.

7.0 Discuss means of communication between the Bridge, Dive Team, and Engine Room.

7.0 Discuss procedures/plans for emergencies.

7.0 Discuss the water clarity (visibility) and the current cleanliness of the underwater hull. Determine if additional cleaning or spot cleaning will be necessary.

7.0 Discuss the vessel’s anticipated drafts, pier-side clearance, and under-keel clearance at the time of the cleaning.

7.0 Discuss impact of the tides and currents on divers and the examination.

7.0 Discuss anticipated duration of the underwater work.

7.0 Clean and polish the propeller and clean the rudder and the underwater hull.

7.0 Remove all sea growth from the propeller, rudder and the hull including, but not limited to calcium deposits, sea grass, and barnacles. Cleaning must not result in damage to the propeller or the removal of propeller material. Utilize the following approved cleaning methods:

7.0 Hand-cleaning methods such as scraping, and the use of brushes and pads. Plastic or hardwood scrapers, nylon, and polypropylene brushes such as A-1 and A-2, and hand-held plastic conditioning pads such as Scotch-Brite “Green” are acceptable for cleaning all propeller surfaces. It is preferred that the final cleaning operation of propeller blade edges (within 3 inches) be cleaned by hand with plastic surface conditioning pads. Do not attempt to round the edges of the blades with brushes and discs.

7.0 Powered cleaning processes. Only nylon and polypropylene brushes such as A-1 and A-2, and non-abrasive plastic surface conditioning discs such as Scotch-Brite “Green” may be used with power tools on less sensitive areas of painted propellers. Do not remove markings. Powered cleaning methods are not to be used within three (3) inches of blade edges, tips, cusps, fillets (excluding hub to blade interface), areas of high curvature, or other sensitive areas of the propeller. When cleaning the outer periphery of the blades, the brushes and discs must be kept flat on the blade surface.

7.0 Examine all visible parts of the propeller. Inspect the hub, blades, and blade edges for cracks, curling, porosity, cavitation erosion, nicks, dents, bends, cable marks, flat spots, ridges, punch marks, and gouges. Verify that the propeller is free of conditions that may cause the propeller to become out of balance.

7.0 Maintain workspaces in a clean condition during and upon completion of the work requirements. Prevent contamination of any adjacent equipment and spaces.
