days. The contract will not cover travel costs.

The individual States seeking the training will cover those costs.

2. The Statement of Work is vague and doesn't provide a clearly defined requirement. Please provide more details on the expected outcome for setting up networks, training, and white paper.

Answer: It is expected that once the four states are identified, the contractor will provide technical assistance to the states in establishing agricultural networks. The technical assistance (training) will be provided throughout the contract period. Upon identification of the four states, the contractor shall contact the selected states to set up the first technical assistance session. The cost of the travel for the technical assistance shall be borne by the states. The contractor shall provide 5-10 days of technical assistance to each state. The state shall request technical assistance from the contractor. It is expected the networks (one in each state) will be established by the end of the contract. At the end of each contract year a white paper will be submitted discussing the progress on establishing the agricultural networks in the 4 states. The white paper will also include a discussion on agricultural health and safety. A white paper will be produced during each year of the contract.

3. How many communities within each state are to have networks at each phase and upon project completion?

Answer: It is anticipated that upon completion of the project each state will have one network.

The number of communities that make up the network will be determined by the individual state in consultation with the contractor. The rate at which the networks develop during the course of the project depends on the individual state. Some states may be more experience in developing networks than others and may already have existing relationships within the agricultural community. Those states' networks may be developed faster than a state with little experience in creating agricultural networks.

4. At what point in the project is the training to begin?

Answer: Training should begin within four weeks of identification of the four states.

5. The "Purpose" states the outcome is to "share information and train community-based health care providers in how to assess risk factors on farms so as to reduce the rate of illness and injury."

Does the HRSA have access to information that is to be "shared"? If so, please provide this information.

Answer: HRSA does not have this information. It is expected the contractor will work with the communities to generate the information to be shared.

6. If the above referenced information is not available, what are the guidelines for the information that requires developing?

Answer: Information can be shared through technical assistance workshops, conference calls, publications, etc. It is expected the contractor will have experience in assessing risk factors in farming communities and in training community providers on how to assess the risk factors.

7. What are the quality requirements for this project?

Answer: Participating rural health professionals will be licensed and qualified to provide services in compliance with applicable state laws and practice acts.

8. Reference "Capability and Experience of the

Organization", this mentions affiliation with a university. This seems to limit the potential offerors if a company is not affiliated with a university. If an offeror is not affiliated with a university, will they be rated as neutral?

Answer: The offeror will not be rated neutral if not affiliated with a university. This factor is not related to past performance, but rather requesting the capability and experience of the organization. It is expected the contractor will

be able to conduct any research needed to produce the white papers and provide the technical assistance/training to the states.

9. Is it possible to set the second and final payment at 20 weeks as that is the date I anticipate the work will be completed?

Answer: No. The resulting contract from this solicitation will have a one (1) twelve (12) month base period plus one (1)12-month option period.

10. Please define the term "G&A" as listed on

Answer: G & A refers to General and

Administrative Expenses.

11. Fringe benefits are included in the hourly rate. I was planning on listing out our direct labor costs as well as fringe rather than list staff under consultants. Is this ok?

Answer: Yes.

12. Both the "management plan" and "technical plan" request specific tasks and timeline. Can I use one matrix chart to organize information requested under each of these plans? I would still provide the additional detail required under the term "technical plan".

Answer: No, the management plan refers to the staff hours for each task. The technical plan is your proposed methodology.

13. Is it correct to assume that we can use page

2 of Standard Form 18 to list out the information required under "supporting documentation" as requested on page 5?

Answer: Yes

14. Please identify the four states that will serve as pilot sites for creating networks of providers to focus on agricultural health and safety.

Answer: It is not known which states will be
