About this file

This is a proposal document for a Bridge Maintenance project submitted to the Texas Department of Transportation (TxDOT) for work in Jefferson County, Texas. The project, identified as Control 0920-00-159 and Project STP 2026(778)MM, encompasses bridge maintenance and repair work at various locations within the county and is part of a broader districtwide effort across the Beaumont TXDOT District. The scope of work includes 64 line items covering concrete removal, embankment work, specialized excavation, riprap installation, bridge deck overlays, guardrail and barrier repairs, pavement markings, and joint sealing. The project is to be completed within 240 working days and includes work on multiple Interstate 10 structures and other bridge locations. Contractors must provide a proposal guaranty of $93,000 and submit satisfactory audited financial statements and experience questionnaires at least ten days prior to the letting date. Unit prices must be submitted for each of the 64 bid items listed in the proposal form.

The contract is a Federal-Aid project requiring compliance with Davis-Bacon wage requirements, E-Verify employment eligibility verification, and extensive federal nondiscrimination and equal opportunity provisions. The project is subject to specialized traffic control requirements including restrictions on nighttime work on Interstate 10, lane closure limitations during peak hours and holiday periods, and coordination with law enforcement for controlled access operations. Contractors must acknowledge receipt of any addenda issued and certify compliance with nondiscrimination, child support, conflict of interest, boycott restrictions, and foreign adversaries requirements. The work includes mandatory traffic management measures with portable changeable message signs, truck-mounted attenuators, barricades, and specific work zone enhancements. Material storage restrictions prohibit flammable or combustible materials under bridge structures, and the contractor assumes responsibility for waste disposal and right-of-way maintenance during the nesting season for migratory birds (March 1 through September 30).

Water all newly placed sod or seeded areas the same day of installation. Thereafter, maintain the sod or seeded areas in a well-watered condition and at no time allow the areas to dry to the condition that water stress is evident.

Mechanical watering may not be required during periods of adequate moisture as determined.

Furnish and apply water at a rate of 6.788 Thousand Gallons per acre per cycle or as directed on the plans.

Comply with stabilization requirements for 70% grass coverage; uniform vegetative coverage is required. During this period, meter and operate water equipment under pumping pressure capable of delivering the required quantities of water necessary. For Permanent seeding each cycle will be executed weekly for 12 weeks, unless directed otherwise. For Temporary seeding each cycle will be executed weekly for 6 weeks, unless directed otherwise.

General Notes Sheet G

Provide a log book showing daily water usage and receipts of water applied, in addition to metering the water equipment.

1. Wait 14 calendar days following application of the herbicide and then rough-cut mow the grass. Remove clippings after mowing.

2. Repeat herbicide application as described in item 2 above.

3. Wait 14 calendar days following second herbicide application and then scalp the grass.

4. Completely remove all clippings immediately after scalping and before seeding.

5. Broadcast wildflower seeding. Broadcast seeding will consist of four parts masonry sand and one part seed. Use a roller on seeded areas to ensure seed-to-ground contact.

6. Consider this work to be subsidiary to the various bid items of the contract.

Item 403: Temporary Special Shoring

Submit design calculations and detail sheets bearing the seal of a licensed professional engineer for all temporary shoring no later than two (2) weeks before beginning work. Do not begin work until the design calculations and detail sheets have been approved. The Contractor will be responsible for the complete design, fabrication and removal of the temporary shoring. Methods for underwater filter placement must be approved by the Engineer prior to installation. For underwater placement, filter fabric should be unrolled in the direction of flow;

overlapped a minimum of 2 ft.; and secured with sandbags, nails, or pins to prevent distortion.

To prevent segregation and transport, underwater installation of a granular filter must be done by clamshell bucket or tremie, with the granular material released on or very near the bed, unless otherwise approved. Underwater placement of a granular filter is only permitted if the water velocity is less than 5 ft./sec. unless otherwise approved.

Provide Filter Fabric in accordance with DMS-6200, at all locations in which bedding stone is not required. Consider this subsidiary to Item 432.

General Notes Sheet H

Item 439 Bridge Deck Overlays

Shot blasting will be required prior to polymer overlay placement to ensure adequate contact with the underlying bridge deck and approaches. Shot blast in accordance with the overlay manufacturer’s recommendations but ensure coarseness is not less coarse than ICRI CSP5 unless approved by the Engineer.

Care should be taken to prevent filling in bridge joints. This work will be subsidiary to Item 439.

Aluminum signs, if used, will meet the following minimum thickness requirements:

Square Feet Minimum Thickness Less than 7.5 0.080 inches

7.5 to 15 0.100 inches Greater than 15 0.125 inches

Use drums or 42” cones as channelizing devices.

Work Zone enhancements to improve the effectiveness of the Traffic Control Plan that could not be foreseen in the project planning and design stage will be paid for in accordance with Article 9.7, “Payment for Extra Work and Force Account Method”. These enhancements will be mutually agreed upon and based on weekly or more frequent traffic management reviews on the project. The Engineer may choose to use existing bid Items if it does not slow the implementation of enhancement.

Remove all traffic control devices from the right of way when they are not in use. Devices scheduled to be used within 3 days may be placed along the shoulder of the roadway or along the right of way when not in use or stored in other approved areas on the project. Cover any construction signs that are not in effect and are installed in a fashion that will not allow them to be removed from the right of way easily.

Provide a pilot car where two-way traffic is restricted to one lane during work hours when direct line of sight is impaired from one end of the work zone to the other or when required by the Engineer. Equip pilot car with a portable mounted sign type G20-4 with two revolving or blinking type lights. Consider this work subsidiary to the pertinent bid items.
