SOLICITATION FOR EMERGENCY COMMUNICATION SERVICES

Statement of Work

The United States Tax Court seeks a mass notification solution that will allow the Court to provide emergency and other communications alerts to be sent to employees. The solution must allo,w notification alerts to be sent through a single integrated interface to targeted employee phones, computers and other devices by text, email, and telephone, and for employee responses. The solution must provide for centralized administration, alert creation, and publishing from internet-connected devices via a web browser. The solution must provide the ability to deliver mass notifications to different types of devices, including landline telephones, VoIP phones, mobile telephones, radios, fire alarm control panels, and desktop/notebook PCs, and by several different means, including SMS, email, pop-ups, and digital displays. The solution must allow for integration with FEMA's alert system and Cisco's Unified Communications Manager for delivery of alerts to Cisco handsets and through digital signage. The solution must include maintenance, updates, and upgrades. The solution should be simple enough for the Court to operate so that extensive training is not required. Offers must also include quarterly invoicing.

Time and Manner for Response

Offers must be submitted on or before 5:00 p.m., EDT, Tuesday, September 22,2015, by email to procurement@ustaxcourt.gov.

Term of Contract

The contract shall be for a term of 12 months, from October 1, 2015, through September 30,2016, but is subject to financing through Congressional appropriation. The Court may terminate the contract by written notice at any time that doing so is in the Court's interest. If the contract is terminated, the Court shall be liable only for payment for services rendered before the termination date.

Basis for Award

(1) The award will be made on a competitive best-value basis, using a tradeoff between price and non-price factors. The Court may elect to award to other than the lowest priced offeror, or to other than the offeror with the proposal that is highest rated on non-price factors.

mailto:procurement@ustaxcourt.gov.

(2) Although technical factors are the most important consideration in the award, price will also be important to the overall award decision. All evaluation factors other than price, when combined, are significantly more important than price.

(3) An award will be made to the offeror whose proposal conforms to the requirements and is most advantageous to the Court with all factors considered.

Evaluation Factors

Proposals will be evaluated based on technical capability, past performance, and price. The three factors will be weighted as follows:

Technical Capability - 40% Past Performance - 40% Price - 20%

1. Technical Capability - Offers will be evaluated based on the extent to which they demonstrate that the offeror has a thorough understanding of the technical requirements involved, and the institutional technical capability to meet them.

2. Past Performance - Offers will be evaluated based on the extent to which they demonstrate that the offeror has experience successfully providing solutions similar to those requested by this solicitation.

3. Price - Offers will be evaluated based on the monthly fees to be charged during the term of the contract.
