The new work being incorporated into the contract will enable CMS to transition away from legacy technologies. This tlansitiou will enable increased data analytic capabilities needed to meet the changing needs of the QIO progran.
2. Description of Supplics orServices
CMS is mandated by the Office of Management and Budget (OMB) to provide complex analytic data selvices and data management to suppolt the Center.s for.Clinical Standards and Quality (CCSQ) Lines of Business. These lines of business are funded by the eLrality Lnprovement Organizatiou (QIO) program, one of fhe lar.gest feder.al proglams dedicated to irnploving health quality for Medicate berreficiaries. The QIO progr.anr is an integrzl part of the U.S. Department of Health and llurnan Services' (HHS) National Quality Strategy fol providing better cal'e and better healtlì at lower cost. By law, the rnission of the QIO Program is to improve the effectiveness, efficiency, economy, and quality of services delivered to Medicare benefi ciaries.
CMS identifies the core functions of the QIO Prograrn as:
Improving quality ofcare forbeneficial ies;
Protecting the integrity of the Medicale Trust Fund by ensuring that Medicale pays only for services and goods that are reasonable and necessary and that are provided in the most appropliate setting; and
Protecting beneficialies by expeditiously addressing individual complaints, such as beneficialy conrplairrts; plovider-based rrotice appeals; violations ofthe Emergency Medical Treatment and Labor Act (EMTALA); and other related resporrsibilities as alticulated in QIO-related law.
The Information Systems Cloup (lSG) supports the QIO ploglarn by providing ad hoc leporting, complex analytic and data extractioll services. data managernent, fàcilitation of business requirements, developnrent and testing ofthe analytical code and data\nreasul'es through Ilealthcale Quality Analytics and Reports (HCQAR) contractot.
On December'20, 2016, CMS awarded HllSN3l620l200075w/Task Order HHSM-500- 2017-000051J to Customer Value Partners (CVP) to provide ad hoc reporting, analytics and data nranagement services to the HCQIS Line of Business (LOB) and QIO program.

3. Authority and Rationale:
The Contr.acting Officer. shall give every awardee a faif opportunity to be considefed for a delivery/task or.der exceeding $3,500 unless one ofthe f'ollowing stattltory exceptions applies.
IìAR I (r.505(b) (2). Malk the applicable exception:
-X The order must be issued ou a sole-source basis in the iuterest of economy and efficiency because it is a logical follow-orr to an order already issued under the contract, provided that lall awardees were given a fair oppoltunity to be considered fot'tlre original order rr¿B_t ¡l!5ft)0)o(c)l;
The inclusion of this additional work into the existing HCQAR contract represents a logical follow orr because the contractor (CVP) is curreutly responsible for providirig similar data and analytic services to support QIO plogram and CCSQ business owners. currently serves as the subject matter expert fbr CCSQ/HCQIS systems, including HCQIS legacy applications, ploviding users the access to customized data and analytic services. Instead ofestablishing a separate contract for these services it was determined to be in the best interest of the Government to incorporate these lequirements into the HCQAR contract. Sepalating analytic and reporting services using Cloud-based technology from the culrent ad-hoc repolting and analytics services for the CCSQ/QIO stakeholders would introduce significant project risk and delay to the QIO program timeline fbr onboarding new usets in August. The proposed nlodification includes the use of the Cloud-based technology and analytic tools stack by HCQAR contractor in order to mitigate the lisk ol technology deliver'y delays and oonfusion among the new users and CCSQ stakeholders.
4. Plovide a slatement of the actions, if any, the âgency may take to remove ol.ovelcome any barriers that led to the exception to fair opportunity befble any subsequent acquisition f'or the supplies or setvices is made:
These additional services/ requirements will be included into the existing order.and will be cornpeted in accordance with the stlategy deemed lnost appl'opriate at the end of tlre contract period ofpelf'ormance.

The services described above must be implernented to ensure that CMS's meets the requirements ofthe QIO Ptogram, one of the lalgest federal ptograms dedicated to irnproving patient health quality, for I 2th Statement of WoLk (SOW). QIO ploglam will onboard new QIN/QIO users and QIO support contractors for the l2th SOW wolk stalting in August, 2019. This requires that the technology solution is in place for the new user onboarding and to supporf significant QIO Proglarn data gr.owth requirements, Applovals:
