About this file
This is a rate sheet exhibit (Exhibit B-1) for the California Department of Corrections and Rehabilitation (CDCR) Bid Number C5613071-D, Rebid 3, which solicits a certified laboratory contractor to provide water, wastewater sampling and analysis services at Pelican Bay State Prison (PBSP). The contractor must provide field service and sample collection, courier and transport services, emergency services, and comprehensive analytical testing across multiple sample types including wastewater, groundwater wells, sludge, hay crop, and soil. The rate sheet specifies estimated quantities for each service and analyte method, with weekly wastewater testing for parameters such as biochemical oxygen demand, nitrate, total phosphorous, and total suspended solids; quarterly groundwater well testing for nitrate, orthophosphate, chloride, and total dissolved solids; and annual testing for hexavalent chromium, total cyanide, volatile organics, ICP metals, and mercury across various matrices. Bidders must complete all highlighted cells in the provided Excel version and submit rates for every line item, with blank cells or missing dollar amounts potentially resulting in bid rejection.
Compensation shall be provided monthly in arrears based on the service rates specified on the rate sheet, with all costs including labor, travel, materials, supplies, equipment, permits, licenses, taxes, and training incorporated into the quoted rates. A zero dollar amount listed for any service will be interpreted as the bidder performing that service at no cost to the State. The rate sheet includes an additional 25 percent line item allocation to allow for unforeseeable, as-needed services payable at the applicable rates. Contractors may offer a discount on invoices paid within thirty days of receipt, with a minimum discount of one percent of the invoice amount or $50.00, whichever is greater; in the event of tie bids, the highest discount percentage will prevail. The State retains the right to increase or omit portions of work as deemed necessary and does not guarantee that actual work quantities will match the estimated quantities provided.

Electronic bid packages include an Excel version of this Rate Sheet (Exhibit B-1) in addition to the PDF file in order to assist bidders in computing accurate totals. Bidders should download the Excel version and complete ALL highlighted cells.
The Contractor will be compensated for services performed monthly in arrears, in accordance with the Service Rate(s) specified on the Exhibit B-1, Rate Sheet which shall include all labor, per diem, travel, blank/duplicate samples, reference toxins, administration and any other fees, materials, supplies, transportation, equipment, permits, licenses, taxes, shipping/freight charges, training of key institution personnel, and every other item of expense necessary (unless otherwise specified herein) to provide Water, Wastewater Sampling and Analysis Services.

Any and all services performed outside the scope of this agreement shall be at the sole risk and expense of the Contractor. All prices and notations must be printed in ink or typewritten. All prices must be bid in U.S. currency and shall encompass every item of expense necessary to perform the services.

The State does not expressly or by implication agree that the actual amount of work will correspond therewith and reserves the right to increase/omit portions of the work as may be deemed necessary or advisable by the State. |
Each participating location's total basis of award includes a Rate Sheet line item totaling 25% of the sum of the bidder's service rate(s) to allow for additional as-needed, unforeseeable services. As-needed services will be payable at the applicable service rate(s) on the Exhibit B-1, Rate Sheet.
All CDCR estimated quantities and Contractor provided rates are for the entire term of the agreement.
Contractors may offer a discount on invoices received and accepted by CDCR and paid within thirty (30) days of receipt. Discount offered must be at least one percent of the invoice amount and a minimum of $50.00.
