About this file

This is a Solicitation Addendum issued by the Commonwealth of Pennsylvania, Department of Conservation and Natural Resources (DCNR), Tioga Forest District, for the BID FD16 DSA Strait Run Road project. The addendum, issued on January 20, 2026, corrects Attachment A—DSA Specifications from the original solicitation. Prospective bidders are required to deliver, paver-place, and compact approximately 3,750 tons of limestone Driving Surface Aggregate (DSA) meeting stringent specifications to Strait Run Road in Warren County. The mandatory pre-bid conference is scheduled for January 29, 2026, at 11:00 AM at the U.S. Geological Survey facility in Wellsboro, PA, where bidders must tour the job site and sign in. Bids must be submitted electronically through the PA Supplier Portal by February 4, 2026, at 10:00 AM. The contract term commences upon receipt of the Purchase Order and terminates on June 15, 2026, with liquidated damages of $250.00 per day for delivery or performance delays.

The aggregate must meet Section 9106 of the PA Vehicle Code with specific sieve gradations, pH levels between 6–12.45, Los Angeles Abrasion less than 40%, and a Plasticity Index of 4 or less. Award will be made to the lowest responsive and responsible bidder. Contractors must provide three project references demonstrating prior experience with paver placement and rolling of at least 3,750 tons of DSA or Trail Surface Aggregate, and submit performance security equal to 10% of the total contract price. The procurement includes a Small Business Procurement Initiative with specific qualification criteria; to qualify as a Small Business, vendors must be for-profit, independently owned U.S. businesses with no more than 100 full-time equivalent employees and average gross revenues not exceeding $47 million over three years. The contract incorporates the Reciprocal Limitations Act providing preference for Pennsylvania resident bidders and Pennsylvania-manufactured goods, with preference rates ranging from 2% to 10% depending on state and product category. Contractors must comply with Pennsylvania labor laws and submit a Worker Protection and Investment Certification Form.
