FAR 13.106-1(b)(1), Simplified Acquisitions

1. Identification of the agency and the contracting office.

Western Area Power Administration (Western) 200 4th Street SW Huron, SD 57350

2. Description of supply or service required to meet the agency’s needs.

Hitachi technicians to come on site and work on 4 ABB circuit breakers to get them back into spec on their timing.

This is to ensure if an event occurs that would trip a breaker, they open fast enough to minimize damage.

3. The rationale or circumstances for limiting competition.

4 breakers at the GSO substation were found to be out of spec for their timing and contact resistance during routine maintenance this year. Hitachi is the only company qualified to work on ABB breakers. They are the manufactures and know how to properly take apart the breakers to examine them and determine what needs to be done to get them back into spec.
