REQUEST FOR INFORMATION (RFI)
FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
GLOBAL FREIGHT MANAGEMENT (GFM)
1. Purpose
This Request for Information (RFI) is being issued for informational and planning purposes.
United States Transportation Command (USTRANSCOM) is seeking information from industry to assist with the development and planning of a contract requirement for the services outlined in the Draft PWS (Attachment 1). The information requested will also be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency.
This announcement is not a Request for Proposal (RFP) or solicitation of any kind.
USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.
2. Background
The United States Transportation Command (USTRANSCOM) is seeking sources that possess the availability and capability to provide support of GFM in system operations, maintenance and development. GFM is a complex, n-tiered system comprised of many components. The GFM system is comprised of 23 applications sustained by the contractor. Most of these applications are developed using Java, which are hosted on RHEL servers and utilize Apache Tomcat. GFM uses an Oracle database. Many trading partners interact with GFM using Electronic Data Interchange (EDI) files, and GFM uses Axway to translate EDI to a User Defined File (UDF) and Java EDI (JEDI) to move the data between the translator and GFM servers. Some trading partners interact with GFM using eXtensible Markup Language (XML) file exchange and web services as well.
Additionally, the GFM PMO would be interested in movement from its current architecture to a “cloud native” modular open systems architecture. Our current architecture has separated functionalities, but does have interdependence between modules that requires multiple module releases to support a single functionality. We would be interested in ideas that would support this movement.
Surface Deployment and Distribution Command (SDDC) is a unique Army command that delivers world-class, origin-to-destination distribution solutions. Whenever and wherever soldiers, sailors, airmen, marines, guardians, and coast guardsmen are deployed, SDDC administers the planning and executing the surface delivery of their equipment and supplies. The command also collaborates with the commercial transportation industry as the coordinating link between DoD surface transportation requirements and the capability industry provides.
The NAICS for this effort is 541512, Computer Systems Design Services. The Small Business Administration small business size standard for NAICS code 541512 is $34M. The acquisition strategy of this requirement has not yet been determined.
3. Description – Draft PWS provided at Attachment 1
Global Freight Management (GFM) is designed to provide DoD Transportation Officers with the ability to electronically procure commercial freight transportation services to support our nation’s war fighting efforts. This contract will enable sustainment of the ability to access commercial shipping of freight via motor, rail, barge, pipeline, air and small package via tender and contract utilizing the Global Freight Management system. The successful execution of this contract will provide System Development, Maintenance, and Sustainment for GFM System.
GFM is a complex system comprised of many components. The GFM system is comprised of 23 applications.
• GFM supports over 17,226 Commercial Carrier Shipper accounts.
• On average GFM processes over 2.1 million shipments annually.
• Trading partners interact with GFM using Electronic Data Interchange (EDI) files. GFM uses Axway to translate EDI to a User Defined File (UDF) and Java EDI (JEDI). The data flows between the translator and GFM servers. Some EDI trading partners interact with GFM using eXtensible Markup Language (XML) file exchange and web services.
• GFM follows the Agile concept and is hosted in a commercial gov cloud. During this contract, GFM will continue efforts to become cloud native.
• Applications are developed using Java, which are hosted on RHEL servers and utilize Apache Tomcat. GFM uses Oracle database.
